A Resolution accepting the Riverside neighborhood's recommendations for expenditure of approximately $28,000 of Community Development Block Grant funds and a matching amount from the street overlay fund specifying the improvements to be made, and authorizing the preparation of a Plans and Systems Ordinance for construction and project implementation in the Spring and Summer of 1986. WHEREAS, the City Council has recognized the need to improve public facilities and the livability of the Riverside area; and WHEREAS, on January 15, 1986, the City Council authorized approximately $28,000.00 of Community Development Block Grant funds for improvements in the Riverside area as part of the City of Everett's 1986 Community Development Block Grant application; and WHEREAS, on March 11 , 1986, residents of the Riverside Neighborhood held a neighborhood-wide meeting at which residents voted on proposed projects; NOW, THEREFORE, be it resolved by the City Council of the City of Everett that: I. The following projects as recommended by Riverside residents, be implemented or constructed with the approximately $28,000 available through the Community Development Block Grant Program. II. The City is awaiting a final decision from the Department of Housing and Urban Development regarding our 1986 CDBG budget. If it becomes necessary due to federal budget cuts to reduce the $28,000 which has been allocated to the Riverside neighborhood, the highest priority project will be done first or the project will be scaled back in accordance with the budget. A. Neighborhood Cleanup - Allocate $1 ,000 of CDBG funds for a neighborhood-wide cleanup project. B. Scholarship Fund - Allocate $500 of CDBG funds to provide financial assistance for needy children to attend summer school. C. Riverside History Project - Allocate $3,000 of CDBG funds for publication of a second volume of "Riverside Remembers" D. Sidewalk Improvements - Maple Street/Leonard Drive - Allocate $2,000 of CDBG funds to replace broken and raised sidewalk on the north side of Leonard Drive and on the west side of Maple. 21st Street/State Street - Allocate $1,000 of CDBG funds to replace broken and cracked sidewalk on the east side of State Street 2000 Block of Fulton - Allocate $3,000 of CDBG funds to replace broken and cracked sidewalk on the west side of Fulton. ** Remaining $17,500 will be used to repair sidewalks as designated by the Riverside Neighborhood and approved by the Public Works Department. III. Should costs be less for the above projects than was originally estimated, projects receiving the next highest priority shall be initiated, If projected costs exceed the estimates given, the lowest priority project or projects shall be dropped. IV. The Mayor be instructed to have a Plans and Systems Ordinance prepared and presented to the City Council which will officially authorize and fund the development of contract plans, specifications, and detailed cost estimates for the improvements listed above.
