A Resolution accepting the Riverside neighborhood's recommendations for <br /> expenditure of approximately $28,000 of Community Development Block Grant <br /> funds and a matching amount from the street overlay fund specifying the <br /> improvements to be made, and authorizing the preparation of a Plans and <br /> Systems Ordinance for construction and project implementation in the Spring <br /> and Summer of 1986. <br /> WHEREAS, the City Council has recognized the need to improve public <br /> facilities and the livability of the Riverside area; and <br /> WHEREAS, on January 15, 1986, the City Council authorized approximately <br /> $28,000.00 of Community Development Block Grant funds for improvements in the <br /> Riverside area as part of the City of Everett's 1986 Community Development <br /> Block Grant application; and <br /> WHEREAS, on March 11 , 1986, residents of the Riverside Neighborhood <br /> held a neighborhood-wide meeting at which residents voted on proposed projects; <br /> NOW, THEREFORE, be it resolved by the City Council of the City of <br /> Everett that: <br /> I. The following projects as recommended by Riverside residents, be <br /> implemented or constructed with the approximately $28,000 available <br /> through the Community Development Block Grant Program. <br /> II. The City is awaiting a final decision from the Department of Housing <br /> and Urban Development regarding our 1986 CDBG budget. If it becomes <br /> necessary due to federal budget cuts to reduce the $28,000 which has <br /> been allocated to the Riverside neighborhood, the highest priority <br /> project will be done first or the project will be scaled back in <br /> accordance with the budget. <br /> A. Neighborhood Cleanup - Allocate $1 ,000 of CDBG funds for a <br /> neighborhood-wide cleanup project. <br /> B. Scholarship Fund - Allocate $500 of CDBG funds to provide <br /> financial assistance for needy children to attend summer school. <br /> C. Riverside History Project - Allocate $3,000 of CDBG funds for <br /> publication of a second volume of "Riverside Remembers" <br /> D. Sidewalk Improvements - Maple Street/Leonard Drive - Allocate <br /> $2,000 of CDBG funds to replace broken and raised sidewalk on the <br /> north side of Leonard Drive and on the west side of Maple. <br /> 21st Street/State Street - Allocate $1,000 of CDBG funds to <br /> replace broken and cracked sidewalk on the east side of State <br /> Street <br /> 2000 Block of Fulton - Allocate $3,000 of CDBG funds to replace <br /> broken and cracked sidewalk on the west side of Fulton. <br /> ** Remaining $17,500 will be used to repair sidewalks as <br /> designated by the Riverside Neighborhood and approved by the <br /> Public Works Department. <br /> III. Should costs be less for the above projects than was originally <br /> estimated, projects receiving the next highest priority shall be <br /> initiated, If projected costs exceed the estimates given, the lowest <br /> priority project or projects shall be dropped. <br /> IV. The Mayor be instructed to have a Plans and Systems Ordinance prepared <br /> and presented to the City Council which will officially authorize and <br /> fund the development of contract plans, specifications, and detailed <br /> cost estimates for the improvements listed above. <br />
