Resolution &c,95 <br /> A Resolution accepting the Port Gardner neighborhood's recommendations for <br /> expenditure of approximately $28,000 of Community Development Block Grant <br /> funds and a matching amount from the street overlay fund specifying the <br /> improvements to be made, and authorizing the preparation of a Plans and <br /> Systems Ordinance for construction and project implementation in the Spring <br /> and Summer of 1986. <br /> WHEREAS, the City Council has recognized the need to improve public <br /> facilities and the livability of the Riverside area; and <br /> WHEREAS, on January 15, 1986, the City Council authorized approximately <br /> $28,000.00 of Community Development Block Grant funds for improvements in the <br /> Port Gardner area as part of the City of Everett's 1986 Community Development <br /> Block Grant application; and <br /> WHEREAS, on March 11 , 1986, residents of the Port Gardner Neighborhood <br /> held a neighborhood-wide meeting at which residents voted on proposed projects; <br /> NOW, THEREFORE, be it resolved by the City Council of the City of <br /> Everett that: <br /> I. The following projects as recommended by Port Gardner residents, be <br /> implemented or constructed with the approximately $28,000 available <br /> through the Community Development Block Grant Program. <br /> II. The City is awaiting a final decision from the Department of Housing <br /> and Urban Development regarding our 1986 CDBG budget. If it becomes <br /> necessary due to federal budget cuts to reduce the $28,000 which has <br /> been allocated to the Port Gardner neighborhood, the highest priorit <br /> project will be done first or the project will be scaled back in <br /> accordance with the budget. <br /> A. 4200 Block of Grand Avenue - Allocate $27,000 of CDBG funds to <br /> construct curbs, gutters, sidewalk, storm drainage and enclose <br /> and open ditch on the west side of Grand Avenue. <br /> B. Play Equipment - Allocate $500 of CDBG funds to purchase a piece <br /> of "Big Toy" play equipment for the Jackson School playground. <br /> C. 3400 Block of Wetmore Avenue - Allocate $500 of CDBG funds t• <br /> replace sidewalk and driveway in front of 3419 Wetmore. <br /> III. Should costs be less for the above projects than was originall <br /> estimated, projects receiving the next highest priority shall b- <br /> initiated, If project costs exceed the estimates given, the lowes <br /> priority project or projects shall be dropped. <br /> IV. The Mayor be instructed to have a Plans and Systems Ordinance prepare• <br /> and presented to the City Council which will officially authorize an• <br /> fund the development of contract plans, specifications, and detaile• <br /> cost estimates for the improvements listed above. <br /> V.
