(18) Authorize the closure of various streets, as designated on map, on October 24, 2015, 6 a.m. to 10 p.m., for the 28th Annual Puget Sound Festival of High School Marching Bands sponsored by the Cascade High School Band & Color Guard Boosters. (19) Accept the Lake Chaplain South Dam Tunnel Decommissioning Project as complete and authorize the Mayor to sign the Certificate of Completion with Blackwater Marine, LLC, allowing the release of the City held retainage. ACTION ITEMS: (20) Adopt Resolution declaring the listed vehicles and equipment as surplus and authorizing their disposition. (21) Authorize the Mayor to sign the Property Access Agreement with Hunter Leasing to allow Stantec to access sites and conduct investigations for Environmental Site Assessments. (22) Authorize the Mayor to sign the Property Access Agreement with Cocoon House to allow Santec to access sites and conduct investigations for Environmental Site Assessments. (23) Authorize the Mayor to sign the Professional Services Agreement with Botesch, Nash & Hall for design of picnic shelters and benches for Garfield Park in the amount of $4,500.00. (24) Authorize the Mayor to sign the Technical Services Agreement with King County for drinking water laboratory testing services in an amount not to exceed $5,000.00.
