City of Everett Comprehensive Emergency <br />Management Plan - 2014 Update <br />Executive Summary <br />Overview <br />The City of Everett Comprehensive Emergency Management Plan (CEMP) provides a <br />framework to coordinate response efforts, prioritize restoration of government services, <br />and speed recovery after a major disaster. The plan's objective is to minimize the impact to <br />people, the environment, the economy, and property. Everett's CEMP is updated every <br />four years as required by the Washington State Emergency Management Division (EMD). <br />The CEMP has been updated in accordance with the Federal Emergency Management <br />Agency (FEMA) Comprehensive Preparedness Guide 101. <br />Highlights of the 2014 Update of the Everett CEMP <br />The overall purpose and response structure in the Everett CEMP has not changed from <br />the previous plan. Changes in the updated plan reflect new procedures and information <br />from emergency plans at the local, county, state, and federal level. The Everett CEMP has <br />also been updated to reflect lessons learned from significant emergency and disaster <br />events such as the SR 530 Landslide. The following outlines the significant changes in the <br />2014 Everett CEMP update. <br />➢ Administration, Finance, and Logistics - The 2014 update includes a more <br />extensive explanation of documentation and records management requirements <br />during an emergency or disaster as it relates to personnel, expenses, and other <br />resources. <br />➢ Lead and Support Responsibilities for City Departments and Public/Private <br />Agencies - This portion of the CEMP describes in greater detail the specific tasks, <br />roles, and responsibilities of City Departments and other agencies. The <br />assignments of lead or supporting roles for different elements of response and <br />recovery have been updated based on lessons learned from recent emergencies <br />and disasters. <br />➢ Debris Management Plan - The Debris Management Annex from the previous <br />version of the CEMP has been pulled out as a stand-alone plan following the <br />guidance of Washington State EMD. Though it is a separate document, the Debris <br />Management Plan still ties into the framework of the CEMP. <br />➢ Volunteer Management Annex -The Volunteer Management Annex has been <br />added in the 2014 update of the CEMP. This annex describes how volunteers can <br />be used in an emergency or disaster response and outlines procedures for <br />managing them. <br />➢ Pets and Service Animals Annex - The Pets and Service Animals Annex provides <br />information on emergency sheltering of pets and service animals and assigns the <br />responsibilities of involved entities and City Departments. It was completed for the <br />2014 update in collaboration Snohomish County. <br />
