RESOLUTION NO. 2683 <br /> Identifying short and long-term capital improvement <br /> needs for the City. <br /> WHEREAS, the Mayor and the Everett City Council met on Feb. <br /> 19th through Feb . 21st to identify short and long-term capital <br /> improvement needs for the city; and <br /> WHEREAS it was discussed and recognized that these capital <br /> improvements are required regardless of the plans of the navy to <br /> homeport in Everett ; and <br /> WHEREAS, the City of Everett department directors and their <br /> staffs , which included Fire, Police, Library, Public Works, Parks , <br /> Planning and Facilities, respectively, after having conferred with <br /> citizen advisory boards, presented a land and construction capital <br /> plan and rationale for such; and <br /> WHEREAS, the elected officials of the Everett City Government <br /> reviewed, questioned, discussed and studied the proposed land and <br /> construction capital plan as identified; and <br /> WHEREAS, the Mayor and Everett City Council members recognize <br /> that citizens of Everett now, and in the future, will greatly <br /> benefit by the investment in increased and improved services <br /> generated by specific capital improvements ; <br /> NOW, THEREFORE, BE IT RESOLVED THAT the Everett City Council <br /> authorizes the administration to immediately begin negotiations for <br /> land acquisition subject to the final approval by the Everett City <br /> Council , and further , <br /> That an action plan be developed to include a format for inviting <br /> public input on the following capital construction programs as <br /> proposed by the Mayor and the Everett City Council which includes, <br /> but is not limited to: <br /> A City/Public Safety Building; <br /> Strategic relocation of Fire Stations #2 , #4 and #5 ; <br /> Expansion of the Main Library and construction of permanent <br /> Library facilities in South Everett ; <br /> New park developments and construction that include athletic <br /> fields and the acquisition of new park properties for future <br /> expansion; and further <br /> That a financing program be presented to the City Council for their <br /> consideration in a timely manner which will include a well-defined <br /> capital construction program that may be presented to the citizens <br /> of Everett for their approval at a future date to be set by the <br /> Everett City Council . <br /> Adopted this 5th day of March, 1986 <br /> 2 ... <br /> un lmant n roduci?rg Resolution <br /> Pr sident <br />
