RESOLUTION NO. 4,2(v g A RESOLUTION creating a recreation program to utilize Jetty Island during the months of July, August, and September, 1986. WHEREAS, the City of Everett wishes to provide a recreation program on Jetty Island during the summer months of 1986; and WHEREAS, a pilot program of a similar nature was offered in August, 1985, and was found to have served over 4,000 participants; and WHEREAS, the City council determined that the program is designed to increase the awareness of citizens throughout all of Snohomish County to the unique recreational opportunities on Jetty Island, lying within the City limits; and WHEREAS, the program is also designed to coordinate with the efforts of the Chamber of Commerce and the Visitor's Information Center, to attract tourists and visitors to the City; and WHEREAS, the potential for attracting tourists will be substantially increased by the proximity of Vancouver's Expo 86 world's fair; NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF EVERETT COUNCIL that the Jetty Island recreation program be undertaken by the Parks and Recreation department of the City, to commence on July 2 and run through September 7, 1986, with the following conditions: 1. That the funding for the program will be provided from the Hotel/Motel Tax Fund, No. 138, in an amount not to exceed $75,000. 2. That a contract be bid and negotiated to provide for transporting participants to and from Jetty Island that will include a licensed, Coast Guard certified vessel, and appropriate levels of insurance naming the City as co-insured. 3. That Everett Transit will provide shuttle service to the departure site every half-hour. 4. That an assesment of the environmental impact on Jetty Island will be conducted upon conclusion of the program. 5. The programs will be carried out with the cooperation of, and permission from, the Port of Everett and Snohomish County.
