RESOLUTION NO. 4,2(v g <br /> A RESOLUTION creating a recreation <br /> program to utilize Jetty Island <br /> during the months of July, August, and <br /> September, 1986. <br /> WHEREAS, the City of Everett wishes to provide a recreation program on <br /> Jetty Island during the summer months of 1986; and <br /> WHEREAS, a pilot program of a similar nature was offered in August, 1985, <br /> and was found to have served over 4,000 participants; and <br /> WHEREAS, the City council determined that the program is designed to <br /> increase the awareness of citizens throughout all of Snohomish County to the <br /> unique recreational opportunities on Jetty Island, lying within the City <br /> limits; and <br /> WHEREAS, the program is also designed to coordinate with the efforts of <br /> the Chamber of Commerce and the Visitor's Information Center, to attract <br /> tourists and visitors to the City; and <br /> WHEREAS, the potential for attracting tourists will be substantially <br /> increased by the proximity of Vancouver's Expo 86 world's fair; <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF EVERETT COUNCIL that the <br /> Jetty Island recreation program be undertaken by the Parks and Recreation <br /> department of the City, to commence on July 2 and run through September 7, <br /> 1986, with the following conditions: <br /> 1. That the funding for the program will be provided from the <br /> Hotel/Motel Tax Fund, No. 138, in an amount not to exceed $75,000. <br /> 2. That a contract be bid and negotiated to provide for transporting <br /> participants to and from Jetty Island that will include a licensed, <br /> Coast Guard certified vessel, and appropriate levels of insurance naming <br /> the City as co-insured. <br /> 3. That Everett Transit will provide shuttle service to the departure <br /> site every half-hour. <br /> 4. That an assesment of the environmental impact on Jetty Island will <br /> be conducted upon conclusion of the program. <br /> 5. The programs will be carried out with the cooperation of, and <br /> permission from, the Port of Everett and Snohomish County. <br />
