Planning Commission Minutes <br /> ' November 12, 1985 & t/ <br /> Page -4- y <br /> The Commission stated that they felt a need for more information and it was <br /> decided that a workshop was needed and that this item would be continued at a <br /> later date. <br /> Item 4 Solie/Johnson Comp Plan Change and Rezone <br /> Gerry Ervine introduced this item using slides. He explained that the <br /> applicants are Lloyd Solie and Alan Johnson. The proposed action is a change <br /> of Oomprehensive Plan of two parcels totaling 23.6 acres, located as such: <br /> Parcel A - West of the PUD right-of-way, east of 10th Ave. SE, north of 92nd <br /> Ave. SE if extended; Parcel B - East of the PUD right-of-way, north of TOP <br /> Foods. The current comprehensive plan designations are as follows for Parcel <br /> A: 1967 Plan Single Family, 1972 Plan Open Space, 1973 Park Plan Recommended <br /> for acquisition and development. Parcel B is designated Open Space in the <br /> 1967 and 1972 Plans and is not addressed by the 1973 Park Plan. <br /> The proposed zoning is Parcel A: R-3 Multiple Family Low Density Residential <br /> with Contract which restricts the use to an elderly congregate care facility _ <br /> and requires review of design features. Parcel B: C-1 , General Commercial <br /> with Contract which restricts the use to any of the City uses and requires <br /> detailed review of design features. <br /> The proposed projects are: Parcel A: 123 unit congregate care facility <br /> Parcel B: C-1 with detailed review prior to <br /> construction - <br /> Reid Shockey, 2907 1/2 Hewitt <br /> Reid Shockey, representing the applicant, addressed the Commission using <br /> slides and stated that no traffic will utilize 92nd Street for access and <br /> suport any action to improve 7th Avenue. <br /> Rick McCardle of Wight & Hardt, spoke in approval of the project. <br /> Citizen Speakers For <br /> No one spoke for the project. <br /> Citizen Speakers Against <br /> Daniel Engstrom <br /> Gary Heilman <br /> Lloyd Marthaler <br /> George Bader <br /> Myron Crow <br /> John Moe <br /> Laurie McCormick <br /> Concerns <br /> Cnvironmental impact <br /> Everett Mall Way and 7th congested <br /> Noise <br /> Safety of children <br /> Inconsistent with surrounding uses <br /> Reduotion of greenbelt west of subject property <br /> Further discussion followed concerning the above concerns. <br /> ,1"3 <br /> The meeting was then adjourned by Chairman Gretchen Shaffer at 10: 15 PM. <br />
