RESOLUTION NO. U.G <br /> A RESOLUTION establishing Council Policy on Navy Homeport <br /> Traffic Corridors in the City of Everett <br /> WHEREAS, the City Council has considered numerous studies and <br /> 1 reports relating to Navy Homeport Corridors, including the November 1984 <br /> 2 Draft EIS, the January 1985 City staff response to the Draft EIS, the June <br /> 1985 Final EIS, the June 1985 WSDOT Traffic Corridor Study, and the November <br /> 3 1985 Citizens Traffic Corridor Committee recommendations; and <br /> 4 WHEREAS, the City Council has heard and considered citizen input <br /> at numerous City Council meerings and at the Public Hearing on December 16, <br /> 5 <br /> 1985; <br /> 6 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br /> 7 OF EVERETT: <br /> 1. A north/south route is the selected route, with an elevated <br /> 8 <br /> roadway or other means to mitigate Scott Paper Co. 's concerns with separating <br /> 9 its factory from its parking lot. <br /> 10 2. 19th Street is hereby eliminated from further consideration as <br /> an access route to the Navy Homeport base on the Everett waterfront. <br /> 11 <br /> 3. Staff and City Council shall work with all affected neighbor- <br /> 12 hoods and businesses to mitigate impacts. Consultants should be hired as <br /> 13 necessary. <br /> 4. Construction impacts will be considered and minimized. <br /> 14 <br /> 5. Consideration should be given to a one-way grid system on <br /> 15 Everett and Pacific Avenues. <br /> 16 6.
