RESOLUTION No. ,24, l( <br /> A RESOLUTION concerning storm water run-off <br /> management in urban areas <br /> 1 <br /> 2 WHEREAS, the purpose of the 1972 Clean Water Act is to clean up <br /> 3 the waters of the United States effectively, efficiently, and in a manner <br /> which addresses the highest priority control needs first, and <br /> 4 <br /> WHEREAS, the scope of "intermittent storm water discharges" <br /> 5 from municipal storm water systems has not yet been studied or defined <br /> 6 by EPA so that a reasonable and cost-effective system of permits and/or <br /> regulations could be established, <br /> 7 <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of the City <br /> 8 <br /> of Everett, Washington <br /> 9 that the current Congressional revision of the <br /> 10 Clean Water Act include a five-year moratorium on permit requirements <br /> for separate municipal storm sewers, and further, <br /> 11 <br /> that during those five years, EPA be required <br /> 12 to accomplish a definitive study to determine and devise a logical , <br /> 13 cost-effective set of regulations for storm water run-off management <br /> in urban areas, based upon the perceived/actual amount of pollution <br /> 14 <br /> carried, before permits can be required for municipal storm water systems. <br /> 15 <br /> 16 <br /> 17 <br /> 18 Councilman introducing Resolution <br /> 19 <br /> 20 Passed and approved this -2 say of September, 985. <br /> 21 Af <br /> 22 o cit P7melt dent <br /> 23 <br /> 24 <br /> 25 <br /> 26 <br />
