k <br /> RESOLUTION NO. (p 0 <br /> A RESOLUTION accepting the Lowell Neighborhood's recommendations for <br /> expenditure of approximately $30,000 of Community Development Block Grant <br /> funds and a matching amount from the street overlay fund; specifying the <br /> improvements to be made; and authorizing the preparation of a Plans and <br /> Systems Ordinance for construction and project implementation in the Spring <br /> and Summer of 1985. <br /> WHEREAS, the City Council has recognized the need to improve public <br /> facilities and the livability of the Lowell area; and <br /> WHEREAS, on January 16, 1985, the City Council authorized approximately <br /> $30,000 of Community Development Block Grant funds for improvements in the <br /> Lowell area as part of the City of Everett's 1985 Community Development Block <br /> Grant application; and <br /> WHEREAS, Mayor Bill Moore reauthorized $30,000 of matching funding for <br /> Community Development Block Grant funded street and sidewalk neighborhood <br /> improvements in the Lowell area; and <br /> WHEREAS, on March 26, 1985, residents of the Lowell Neighborhood held <br /> neighborhood-wide meeting at which residents voted on the proposed projects; <br /> NOW, THEREFORE, be it resolved by the City Council of the City o <br /> Everett that: <br /> The following projects as recommended by Lowell residents be implemented o <br /> constructed with the approximately $30,000 available through the Communit <br /> Development Block Grant Program and matching funding available through the <br /> street overlay fund. <br /> I. Allocate CDBG funds for the following projects: <br /> A. South Second - 52nd Street to Main $ 6,550 <br /> Construct new sidewalks and overlay the parking <br /> area in front of the Lowell Church and adjacent <br /> property. (This project will be matched from <br /> street overlay funds.) <br /> B. South Third - Main Street to Zillah Street $ 1 ,250 <br /> Install a catch basin and approximately 50' of <br /> concrete pipe and drainage to existing culvert <br /> at the corner of South Third and Main. (This <br /> project will be matched from street overlay funds.) <br /> C. Allocate $1,000 in CDBG funds for the Lowell <br /> Neighborhood Cleanup.
