<br /> RESOLUTION NO. '.5 3 d
<br /> A RESOLUTION of the City Council of the City of Everett, Washington,
<br /> declaring its intention to order the improvement of 4th Avenue West,
<br /> also known as Emander Road, from the south city limits at 104th St.,
<br /> north, to the north city limits at Holly Drive with complete standard
<br /> street system improvements, and including a storm water system and a
<br /> storm water connection from 104th St., east, to 1st PL W., also known as
<br /> Howard Ave., and traffic signal systems at Evergreen Way and Everett
<br /> Mall Way, and conduit for a future traffic signal system under the
<br /> portion of improvement by this L.I.D. at Holly Drive, and 8 inch sanitary
<br /> sewers from 100 feet south of 100th Street, to 104th Street, and from
<br /> 104th Street east, to 1st PL. W., also known as Howard Ave., and transit
<br /> shelters and pull outs, and property acquisition; and necessary
<br /> appurtenances as determined by the City Engineer in connection
<br /> therewith and to create a local improvement district to assess the cost
<br /> and expense of carrying out such improvement against the properties
<br /> specially benefitted thereby; provided, however, this LID is intended to
<br /> provide financing to and local match money for obtaining a grant from
<br /> Washington State Urban Arterial Board (UAB). Should the UAB grant not
<br /> be approved by Washington State within 5 years of the date of formation
<br /> of this LID, this LID shall become void; and notifying all persons who
<br /> desire to object to the improvements to appear and present their
<br /> objections at a meeting of the City Council to be held on February 20,
<br /> 1985, at 7:00 p.m.
<br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVERETT,
<br /> WASHINGTON, as follows:
<br /> Section 1: RCW 35.43.040 provides that the legislative authority of a City
<br /> may order a local improvement district.
<br /> Section 2: It is the intention of the City Council of the City of Everett,
<br /> Washington, based on RCW 35.43.040, to order the improvement of the following
<br /> property:
<br /> See Exhibit "A" which is attached hereto and incorporated by
<br /> reference herein.
<br /> by the construction and installation of:
<br /> 4th Avenue West, also known as Emander Road, from the south city limits at
<br /> 104th St., north, to the north city limits /t Holly Drive with complete standard
<br /> street system improvements, and including a storm water system and a storm water
<br /> connection from 104th St., east, to 1st PL W., also known as Howard Ave., and
<br /> traffic signal systems at Evergreen Way and Everett Mall Way, and conduit for a
<br /> future traffic signal system under the portion of improvement by this L.I.D. at
<br /> Holly Drive, and 8 inch sanitary sewers from 100 feet south of 100th Street to
<br /> 104th Street, and from 104th Street, east, to 1st PL. W., also known as Howard
<br /> Ave., and transit shelters and pull outs, and property acquisition, and necessary
<br /> appurtenances as determined by the City Engineer in connection therewith.
