I T Section 3: The total estimated cost and expense of the improvement is declared to be $2,139,500 and the entire cost and expense of such improvement shall be borne by, and assessed against, the property specially benefitted by such improvement to be included in a local improvement district to be established embracing as near as may be all property specially benefitted by such improvement, except that all remaining unencumbered monies now available and to become available by virtue of investments made for Fund No. 327 known as the Evergreen Way Fund, shall be contributed to the LID; and half cent gas tax funds (Fund No. 301) shall contribute $100,000 to this LID, and except City Transit Funds shall contribute the entire cost equivalent to the cost of the transit shelters and necessary right-of-way related thereto, and except any public contributions determined by City Council, if any, that may become available to help defray the cost of this improvement. Section 4: All persons who may desire to be heard on the improvement described herein are notified to appear and present such views at a meeting of the City Council to be held in the Council Chambers in the City Hall in Everett, Washington, at 7:00 p.m., on February 20, 1985, which time and place are fixed for hearing all matters relating to the proposed improvement and for determining the method of payment for the improvement.
