RESOLUTION NO. —257/ <br /> A resolution to compute the cost of <br /> collection and treatment of sanitary waste <br /> based upon the wastewater characteristics . <br /> The base charge for collection and treatment <br /> will be the current charge for residential <br /> service allowing wastewater characteristics <br /> as identified under EMC 14 . 08. 050 and <br /> 14. 08 . 300 to be discharged. A surcharge <br /> will be charged to those users who exceed <br /> the limits identified by EMC 14. 08. 050 and <br /> 14 . 08 . 300 based upon the cost of collection <br /> and treatment of that wastewater . This <br /> resolution supersedes Resolution No. 2449 . <br /> WHEREAS, the State Department of Ecology will permit <br /> the user to discharge wastewater into the City' s sewage <br /> collection and treatment system; and <br /> WHEREAS, the City Public Works Director is authorized <br /> to allow the discharge of untreated wastewater into the City' s <br /> wastewater system which exceeds the maximum characteristic <br /> limits established in EMC 14 . 08. 300 provided the wastewater <br /> discharge does not impair the treatment plant or collection <br /> system; and <br /> WHEREAS, those users identified by the Public Works <br /> Director as users who may be discharging wastewater with any <br /> characteristics limits in excess of these established by <br /> 14 . 08 . 300 shall be monitored per EMC 14. 08. 330 ; and <br /> WHEREAS, a representative sample of the wastewater <br /> shall be analyzed once per year and the surcharge will be based <br /> on the representative sample taken by the City and tested by <br /> the City lab and an approved independent or state lab; and <br /> WHEREAS, analysis of any additional samples taken <br /> during the course of the year shall be charged to the user and <br /> the surcharge rate will be adjusted to indicate the most <br /> current samples ' characteristics; and <br /> WHEREAS, the City Public Works Director finds that <br /> those users who discharge wastewater beyond the limits <br /> established by EMC 14 . 08. 300 shall be surcharged accordingly; <br /> and <br /> WHEREAS, the surcharge rate shall be based upon the <br /> per cent of the cost of treatment to the total cost of <br /> maintaining and operating the sewage collection and treatment <br /> system. <br /> NOW, THEREFORE, be it resolved by the City Council of <br /> the City of Everett that a surcharge rate is established for <br /> wastewater which exceeds the limits set by EMC 14 . 08. 300 and <br /> those users discharging such waste shall be charged per the <br /> surcharge rate as follows : <br />
