ORDINANCE NO. 2923-06 <br />An Ordinance Amending Ordinance No. 1671-89, as amended, the B-3 (Central <br />Business District) Zone Regulations (EMC 19.22), as amended by Ordinance No's. <br />1729-90,1849-92, 2107-95, 2397-99; and Repealing Sections of Ordinance No's 1671- <br />89 and 2107-95, and Repealing Ordinance No. 2899-06. <br />WHEREAS, the City of Everett has conducted a downtown planning process that <br />identified changes in land use policies and designations, and rezoning of a substantial <br />area in the downtown to B-3 (Central Business District) zoning to implement necessary <br />changes to land use regulations; and <br />WHEREAS, the Planning Commission conducted an extensive public participation <br />process that included 8 public workshops and a public hearing to discuss matters <br />pertaining to redevelopment in downtown, including zoning regulations and design <br />guidelines; and <br />WHEREAS, the City Council has conducted a public hearing to consider the <br />recommendation of the Planning Commission to amend the zoning regulations for the <br />B-3 zone; and <br />WHEREAS, the City Council finds the following: <br />The proposed amendments to the Zoning Code are consistent with the City's <br />Growth Management Comprehensive Plan; and <br />2. The proposed amendments bear a substantial relation to the public health, <br />safety and welfare; and <br />The proposed amendments promote the best long-term interests of the Everett <br />community. <br />NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br />Section 1. Table 5.1 of Section 36 Ordinance No. 2397-99 (EMC 19.05), as amended, <br />which reads as follows: <br />
