ORDINANCE NO. 2923-06 An Ordinance Amending Ordinance No. 1671-89, as amended, the B-3 (Central Business District) Zone Regulations (EMC 19.22), as amended by Ordinance No's. 1729-90,1849-92, 2107-95, 2397-99; and Repealing Sections of Ordinance No's 1671- 89 and 2107-95, and Repealing Ordinance No. 2899-06. WHEREAS, the City of Everett has conducted a downtown planning process that identified changes in land use policies and designations, and rezoning of a substantial area in the downtown to B-3 (Central Business District) zoning to implement necessary changes to land use regulations; and WHEREAS, the Planning Commission conducted an extensive public participation process that included 8 public workshops and a public hearing to discuss matters pertaining to redevelopment in downtown, including zoning regulations and design guidelines; and WHEREAS, the City Council has conducted a public hearing to consider the recommendation of the Planning Commission to amend the zoning regulations for the B-3 zone; and WHEREAS, the City Council finds the following: The proposed amendments to the Zoning Code are consistent with the City's Growth Management Comprehensive Plan; and 2. The proposed amendments bear a substantial relation to the public health, safety and welfare; and The proposed amendments promote the best long-term interests of the Everett community. NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1. Table 5.1 of Section 36 Ordinance No. 2397-99 (EMC 19.05), as amended, which reads as follows:
