10. Special Standards for Colby Avenue. A 10 -foot setback or other horizontal <br />design element that creates the appearance of a step -back is required above the fifth floor <br />of fagades facing Colby Avenue. <br />On Colby Avenue, use design techniques to create the appearance of a step -back of tower <br />floors. This cornice line above the fourth floor and change in materials is a good <br />example of how this can be accomplished. <br />E. Floor Area Ratio (FAR) Bonus Features <br />1. Bonus Desien Elements <br />Developments can qualify for a FAR bonus by incorporating one or more of the <br />design elements below (see Table #22-1). Specifically, developments can gain an <br />additional 1.0 FAR by incorporating one element, 2.0 FAR by incorporating two <br />elements, and additional FAR up to the maximum FAR identified in Table #22-1 by <br />incorporating additional bonus design elements. Providing at least three elements can <br />also allow building heights greater than maximum heights shown in Map #22-1 if the <br />project meets the conditions of Subsection B of this Section. <br />The City shall have the discretion to decide if the quality of the proposed design <br />elements is sufficient to qualify as a FAR bonus feature. <br />a. Provide publicly accessible open space within 3 vertical feet of the nearest <br />sidewalk equivalent to 5 percent of the site, including all of the following: <br />(1) At least 2 linear feet of seating area or one individual seat per 60 square feet of <br />area. <br />(2) Landscaping elements as approved by the City. <br />
