RESOLUTION NO . 02 ././S/ <br /> A RESOLUTION identifying the "WALNUT" alternative <br /> as the selected SR2 eastbound on ramp alternative <br /> for access from Hewitt Avenue to the SR2 "trestle" <br /> for eastbound traffic . <br /> Whereas , the Washington State Department of Transportation <br /> plans reconstructing the "trestle" eastbound structure including <br /> replacing the Snohomish River bridge with a high level structure <br /> similar to the westbound structure ; and <br /> Whereas , the reconstruction will require a new eastbound <br /> ramp from Hewitt and there are three choices including a ramp at <br /> Chestnut , a high rise version of the existing straight east ramp , <br /> and a ramp at "Walnut" where a new street connecting Pacific and <br /> Hewitt will be constructed ; and <br /> Whereas , a meeting with affected area businesses show thef <br /> preferr the "Walnut" version due to congestion and parking <br /> problems that would be increased by the other two alternatives ; <br /> and <br /> Whereas , the Transportation Advisory Committee has <br /> reviewed the alternatives and concurs with the Chamber of <br /> Commerce and area business representatives recommendation of the <br /> "Walnut" alternative ; and <br /> Whereas , WSDOT would like Everett ' s preferred alternative <br /> selected by the City Council ; <br /> NOW , THERFORE, be it resolved by the City of Everett City Council <br /> that the "Walnut" intersection alternative is the preferred loc- <br /> ation of the SR2 "Trestle" eastbound on ramp from Hewitt location <br /> and the relocation and construction shall include : <br /> 1 . the traffic signal required to control Hewitt & Walnut <br /> traffic shall be designed and constructed in accord with <br /> the City of Everett ' s Riverside area signal reconstruct- <br /> ion <br /> econstruction standard and operate in the City ' s Riverside area <br /> signal system under City control . <br /> 2 . intersection channelization shall be designed with <br /> approval of Everett ' s Traffic Engineer and be maintained <br /> by the City of Everett sign and paint crew. <br /> 3 . standard WSDOT practices of turning back right-of-way <br /> shall be followed to turn back the Hewitt right-of-way <br /> 4 . the corner of Hewitt and Railway shall be improved to <br /> provide for arterial north-south traffic traveling <br /> between Pacific/Walnut and California/Summitt with re <br /> moval of the existing eastbound ramp structure . <br /> 5 . authorize purchase of the necessary Walnut right-of-waf , <br /> and signal pole and street light easements , and profess- <br /> ional services for appraisal & title report using about <br /> $20 , 000 of the Real Property acquisition fund <br /> ouncilma I t odu ung Resolution ',' <br /> Passed and aproved this 23rd day • May , 1984 . <br /> � ,flu "a <br /> ' o +� it President <br />
