RESOLUTION NO. 24i/7 <br /> A Resolution accepting the Lowell Neighborhood's <br /> recommendation for expenditure of approximately <br /> $40,000 of Community Block Grant funds <br /> and a matching amount from the street <br /> overlay fund; specifying the improvements <br /> to be made; and authorizing the preparation <br /> of a Plans and Systems Ordinance for <br /> construction and project implementation <br /> in the Spring and Summer of 1984. <br /> WHEREAS, the City Council has recognized the need to improve public <br /> facilities and the livability of the Lowell area; and <br /> WHEREAS, on January 18, 1984, the City Council authorized approximately <br /> $30,000 of Community Development Block Grant funds for improvements in the <br /> Lowell area as part of the City of Everett's 1984 Community Development Block <br /> Grant application; and <br /> WHEREAS, on January 19, 1984, Mayor William Moore authorized matching <br /> funding for Community Development Block Grant funded street and sidewalk <br /> neighborhood improvements in the Lowell area; <br /> WHEREAS, there is an unobligated balance of $10,000 of previously <br /> approved Community Development Block Grant funds for a historic building <br /> restoration in Lowell; <br /> WHEREAS, on March 28, 1984, residents of the Lowell neighborhood held a <br /> neighborhood-wide meeting at which residents voted on the proposed projects; <br /> NOW THEREFORE, be it resolved by the City Council of the City of <br /> Everett that: <br /> J. <br /> 1. Allocate $57,300 in CDBG funds and matching funds for the following <br /> street and drainage improvement projects: <br /> A. South 4th Avenue Lincoln Street to 52nd Avenue. Overlay <br /> existing street with asphalt pavement. $7,000 <br /> B. Lincoln Street South 2nd. to South 3rd. Construct perforated <br /> drain and graveled shoulders. $10,300 <br /> C. South 2nd Avenue Lowell Park to River Road. Construct asphalt <br /> pedestrian/bicycle path. $40,000 <br /> *2. Allocate $1,200 for neighborhood wide refuse clean-up project. <br /> *3. Allocate $100 to plant approximately three (3) trees one block south of <br /> Lowell Park. <br /> *4. Approve expenditure of $10,000 for a historical survey for the Lowell <br /> Neighborhood. <br /> *These projects will not have any matching dollars and will be fully funded <br /> from the Community Development Block Grant funds. <br />
