RESOLUTION NO. 24i/7 A Resolution accepting the Lowell Neighborhood's recommendation for expenditure of approximately $40,000 of Community Block Grant funds and a matching amount from the street overlay fund; specifying the improvements to be made; and authorizing the preparation of a Plans and Systems Ordinance for construction and project implementation in the Spring and Summer of 1984. WHEREAS, the City Council has recognized the need to improve public facilities and the livability of the Lowell area; and WHEREAS, on January 18, 1984, the City Council authorized approximately $30,000 of Community Development Block Grant funds for improvements in the Lowell area as part of the City of Everett's 1984 Community Development Block Grant application; and WHEREAS, on January 19, 1984, Mayor William Moore authorized matching funding for Community Development Block Grant funded street and sidewalk neighborhood improvements in the Lowell area; WHEREAS, there is an unobligated balance of $10,000 of previously approved Community Development Block Grant funds for a historic building restoration in Lowell; WHEREAS, on March 28, 1984, residents of the Lowell neighborhood held a neighborhood-wide meeting at which residents voted on the proposed projects; NOW THEREFORE, be it resolved by the City Council of the City of Everett that: J. 1. Allocate $57,300 in CDBG funds and matching funds for the following street and drainage improvement projects: A. South 4th Avenue Lincoln Street to 52nd Avenue. Overlay existing street with asphalt pavement. $7,000 B. Lincoln Street South 2nd. to South 3rd. Construct perforated drain and graveled shoulders. $10,300 C. South 2nd Avenue Lowell Park to River Road. Construct asphalt pedestrian/bicycle path. $40,000 *2. Allocate $1,200 for neighborhood wide refuse clean-up project. *3. Allocate $100 to plant approximately three (3) trees one block south of Lowell Park. *4. Approve expenditure of $10,000 for a historical survey for the Lowell Neighborhood. *These projects will not have any matching dollars and will be fully funded from the Community Development Block Grant funds.
