14, -rw.:. <br /> 1 RESOLUTION NO. v2-4//3 <br /> 2 <br /> A RESOLUTION authorizing the adoption of an interim zoning ordinance <br /> 3 regulating adult entertainment oriented land uses and declaring an <br /> emergency to exist. <br /> 4 <br /> 5 <br /> WHEREAS, the City Council finds that proper notice has been provided to the <br /> 6 <br /> citizens of Everett and that a public hearing has been held on the /days of <br /> 7 <br /> , 1984, concerning the adoption of interim zoning to regulate adult <br /> 8 <br /> oriented entertainment land uses within the City; and <br /> 9 <br /> WHEREAS, the City Council finds that the City does not have zoning regulations <br /> 10 <br /> which regulate adult oriented entertainment land uses within the City. Therefore, adult <br /> 11 <br /> oriented entertainment land uses are presently permitted in the B-1, B-2, B-3, C-1, <br /> 12 <br /> C-2, M-M and M-1 zones; and <br /> 13 <br /> WHEREAS, the City Council finds that based upon the experiences of other <br /> 14 <br /> communities, that the absence of any locational regulations for adult oriented <br /> 15 <br /> entertainment land uses, will have a deleterious impact upon the City. See Exhibit A <br /> 16 <br /> which is attached hereto and incorporated herein by reference; and <br /> 17 <br /> WHEREAS, the City Council finds that the City has recently expended a large <br /> 18 <br /> amount of energy, time and expense in putting together and implementing an economic <br /> 19 <br /> development and diversification program for the City. A portion of the program <br /> 20 <br /> focuses on the development and redevelopment of various portions of the City such as <br /> 21 <br /> the waterfront area, the central business area and the entry corridors to the City. A <br /> 22 <br /> compilation of the program along with various supporting documents are identified as <br /> 23 <br /> Exhibit B which is attached hereto and incorporated herein by reference; and <br /> 24 <br /> WHEREAS, the City Council finds that in the absence of zoning which regulates <br /> 25 <br /> adult oriented entertainment land uses within the City, uses which are incompatible <br /> 26 <br /> with those being proposed as a result of the economic development and diversification <br /> 27 <br /> program could be established in various areas of the City precluding the City from <br /> 28 <br /> realizing its objectives of protecting, preserving and improving the quality of its <br /> 29 <br /> neighborhoods and commercial districts; and <br /> 30 <br /> WHEREAS, the City Council finds that there are presently a limited number of <br /> 31 <br /> adult oriented entertainment land uses within the City; and <br /> 32 <br />
