POTENTIAL PROJECTS <br /> A large number of potential projects have already been identified that <br /> could be undertaken by the PDA. These range from a suggested twelve <br /> million dollar commercial waterfront development to a fifteen thousand <br /> dollar gateway beautification project (Everett Development Strategy - May <br /> 1983) . It is anticipated that much of the effort in the first year will <br /> be in defining projects, securing and coordinating private investments, <br /> and in completing some smaller "pilot" projects. The 115,000 capital <br /> budgeted for the first year will assist in this effort. <br /> It is important that the PDA, during the first year , complete some <br /> projects, even small ones. As an implementing agency, it will be <br /> important to show an early success record , even if the projects are small . <br /> Whatever projects are selected by the Board of Directors, they should <br /> meet the following criteria, particularly during the first year : <br /> • They should be feasible and able to be completed quickly and <br /> on budget ; <br /> • They should have a clear funding source, preferably not <br /> dependent on unassured grants ; <br /> • They should have a high level of community support, public <br /> benefit and economic impact; <br /> • They should have the smallest possible risk of failure; <br /> • They should have some potential for generating future income <br /> to offset future administrative and capital costs, and <br /> • They should be located in an area designated as a high <br /> priority for economic development and revitalization. <br /> -6- <br />
