8 <br /> Planning Commission Minutes <br /> January 24 , 1984 <br /> Page -5- <br /> G. Ervine commented that the planning staff recommended approval of <br /> the Comprehensive Plan change and the major reasons for the proposed <br /> change are the increased traffic volumes on Everett Mall Way and 4th <br /> Avenue West and that there are sewer services available to this site . <br /> Laura Brent , Representative of K & H Printers , 2907 1/2 Hewitt , <br /> Everett stated that this property has been owned by the client ' s <br /> (Vernon Haines) family for 50 years and owns K & H Printers . Mr . <br /> Haines has outgrown his facility on Broadway and desires to put his <br /> plant facility on the south end of the property . <br /> J. Geniesse made a motion to close the public hearing . B. Hummel <br /> seconded the Motion. All Commissioners present Voted YES. <br /> C. Moser made a motion to adopt the Comprehensive Plan change from <br /> Single Family Residential to Business/Light Commercial as proposed . <br /> J. Geniesse seconded the Motion . All Commissioners present <br /> (Geniesse , Hummel , Moser , Shaffer , Marsh) Voted YES . <br /> Item #4 - K & H Rezone #5-83 - Discussion/Decision <br /> G. Ervine introduced this item by showing slides . He indicated that <br /> the rezone area is 3 . 26 acres , the parcel size 4 . 28 acres . He stated <br /> that the current land use is vacant and the proposed land use is <br /> office , retail and printing shop. Existing zoning of the proposed <br /> project is R-S , Suburban Residential , the proposed zoning is C-1 , <br /> General Commercial . <br /> G. Ervine stated that the Department of Public Works had submitted a <br /> memo including twelve additional conditions to this proposal . It was <br /> the planning staff ' s recommendation to adopt these twelve conditions <br /> also . <br /> B. Hummel suggested Condition #1 be changed to read, " . . . shall be 5 <br /> feet in width. . . " instead of the proposed 10 feet as listed in the <br /> staff report. G: Ervine responded that the 10 foot width had been <br /> used because of the sensitivity of the site and the fact that this <br /> project faces the front yards of a residential area . <br /> There was discussion between the Commission relative to Public Works <br /> Memo Conditions #2 & #3 - dedication of right-of-way and full street <br /> improvements . G. Ervine stated that as the Commission they could <br /> make a recommendation to Council but that the final decision on these <br /> items is Council ' s . B. Hummel felt that there should be coordination <br /> with Snohomish County due to the fact that City boundary is the <br /> centerline of 104th street. G.
