Encourage location, design and operation of recreational develop- <br /> ment for maximum compatibility with other uses and activities. <br /> 4. Provide a balanced choice of recreational opportunities. <br /> 5. Encourage innovation and cooperative techniques among public <br /> agencies and private persons which increase and diversify <br /> recreation opportunities. <br /> 6.
