12 <br /> 3. Protect and promote tree farming operations in appropriate areas. <br /> 4. Permit only those developments on prime agricultural land that <br /> are reouired to maintain, develop or enhance viable farm, agri- <br /> cultural or aquacultural enterprises; e.g. , <br /> a. Darns, milk parlors, loafing sheds, storage sheds, etc. ; <br /> b. Farm houses, garages, etc. ; <br /> c. Roads, dikes, drainage ditches, etc. ; <br /> d. Rearing ponds, hatcheries, etc. ; <br /> e. Agricultural waste disposal facilities. <br /> 5. Prohibit filling that causes river or stream hydraulic pressures <br /> to adversely affect existing or potential agricultural or aqua- <br /> cultural areas. <br /> 6. Prohibit filling or development that threatens natural or existing <br /> drainage from existing or potential agricultural or aquacultural <br /> areas. <br /> 1' <br /> I. IMPLEMENTATION ELEMENT <br /> Coal: Further the intent and policy of the Shoreline Management <br /> Act of 1971 through a fair, balanced and impartial adminis- <br /> tration of the substantial development permit process and <br /> other lecal requirements of the act. <br /> Policies: <br /> 1. Base all of:'icial actions relating to Substantial Development <br /> Permits upon the Shoreline Management Act and this Shoreline <br /> Master Program. <br /> 2. Employ the performance standards of the Master Program equitably <br /> to insure the highest degree of shoreline protection consistent <br /> with the proposed development. <br /> 3. Process Sub::tantial Development Permits as expeditiously as the <br /> law and thorough analysis and review will allow. <br /> 4. Seek advice and assistance from recogn-ized exnerts at federal, <br /> state, or local levels whenever technically complex issues are <br /> involved in a Substantial Development Permit. <br /> 5.
