The perimeter of all landfills shall be provided with some <br /> means to control erosion, such as vegetation, retaining walls, <br /> or other mechanisms. <br /> Natural Environment <br /> 1. Landfills are not permitted in the Natural Environment. <br /> Conservancy Environment <br /> 1. Landfills shall not be permitted in the Conservancy Environment <br /> for the purpose of creating new land area. <br /> 2. Landfills on lakes and rivers shall not be permitted in the <br /> Conservancy Environment. <br /> 3. Retaining walls may not be utilized to control erosion from <br /> landfills in the Conservancy Environment. <br /> Rural Environment <br /> 1. Landfills within any 100-year floodplain of a river shall be <br /> allowed in the Rural Environment solely for the purpose of <br /> floodproofing a structure and shall be subject to the limita- <br /> tions of the National rlood Insurance Act. <br /> 2. Landfills shall not be permitted in the Rural Environment for <br /> the purpose of creating new land area. <br /> 3. Landfills within a river channel shall not be permitted. <br /> Suburban Environment <br /> 1. Landfills below the ordinary high water mark shall not be permit- <br /> ted within the Suburban Environment. <br /> Urban Environment <br /> 1.
