• <br /> RESOLUTION NO. ,6 <br /> A Resolution adopting a change to the <br /> City of Everett's Comprehensive Plan <br /> for the 1.02 acre triangle of land <br /> directly north of the intersection <br /> of Beverly Boulevard and Broadway <br /> and bounded by those two streets on <br /> the east, west and south. <br /> WHEREAS, the City of Everett adopted a Generalized Land Use Plan Map by <br /> Resolution No. 7264 in 1967; and <br /> WHEREAS, the City adopted the Everett Community Plan by Resolution No. <br /> 553 in 1972, to serve as an "integral" component of an official and flexibl- <br /> guide to development decisions along with the 1967 Plan Map; and <br /> WHEREAS, The City of Everett adopted sub—area plans for the S.W. <br /> Everett area by Resolution No. 2084 in 1982 and the 19th Avenue S.E. area b <br /> Resolution No. 2347 in 1983, to address changed conditions and deficiencies i <br /> the 1967 and 1972 Comprehensive Plans for those areas; and <br /> WHEREAS, the City' s current Comprehensive Plan consists of the abov- <br /> mentioned 1967 Plan Map, 1972 Community Plan, 1982 S.W. Everett Plan, 198 <br /> 19th Avenue S.E. Plan and other related documents, with maps illustrating lanai <br /> use designation, transportation corridors, and public facility locations, s - <br /> well as written goals, policies and plans; and <br /> WHEREAS, the City also recognizes changed conditions for the 1.02 acr- <br /> triangle north of Beverly Blvd. and Broadway as follows: <br /> 1. Due to increased congestion at the intersection of Broadway and Beverl <br /> Blvd. , the single family residential designation applied to much of th- <br /> subject property is no longer appropriate, and the Business/Ligh. <br /> Commercial designation applied to the properties to the east and sout <br /> should be extended to this property as long as measures are taken to <br /> protect surrounding single family homes from the visual impact of thi- <br /> development. <br /> 2. The subject property consists of a series of lots all of which hav- <br /> double frontage. There are three streets contiguous to the site, <br /> Spokane Drive, Beverly Blvd. , and Broadway. Broadway and Beverly Blvd. <br /> are carrying relatively high volumes of traffic with approximatel <br /> 7,000 trips per day (TPD) on Broadway and 12,900 TPD on Beverly Blvd. <br /> Spokane Drive is carrying approximately 300 TPD which is normal for . <br /> residential street. <br /> 3. Based on the double frontage nature of the lots involved and th- <br /> congestion caused by the high volumes of traffic on both Beverly an. <br /> Broadway, the subject property is not suited to single—famil <br /> residential development. <br />
