RESOLUTION NO. <br /> A RESOLUTION amending and accepting <br /> the Lowell Neighborhood' s <br /> recommendations for expenditure of <br /> approximately $30,060 of <br /> Community Development Block Grant funds; <br /> specifying the improvements to be made; and <br /> authorizing the preparation of a Plans and Systems Ordinance <br /> for construction and project implementation <br /> in the Spring and Summer of 1983. <br /> WHEREAS, the City Council has recognized the need to improve public <br /> facilities and the livability of the Lowell area; and <br /> WHEREAS, on January 19, 1983, the City Council authorized approximately <br /> $30,060.00 of Community Development Block Grant funds for improvements in the <br /> Lowell area as part of the City of Everett' s 1983 Community Development Block <br /> Grant application; and <br /> WHEREAS, on March 28, 1983, residents of the Lowell neighborhood held a <br /> neighborhood-wide meeting at which residents voted on proposed projects; <br /> NOW, THEREFORE, be it resolved by the City Council of the City of <br /> Everett that: <br /> I. The following projects, as recommended by Lowell residents, be <br /> implemented or constructed with the approximately $30,060 available <br /> through the Community Development Block Grant Program. (The project <br /> which received the greatest number of votes is listed as "1", the <br /> project which received the next greatest number of votes is listed as <br /> "2", etc. ) <br /> 1. Allocate $2,000.00 for neighborhood wide refuse clean-up <br /> project. <br /> 2. Allocate $2,000.00 for rodent control project, including baiting <br /> of manholes. <br /> 3. Allocate $100.00 for payment to Lowell Community Church for <br /> meeting space/heating for neighborhood meetings. <br /> 4. Allocate $25,000.00 to construct a closed circuit drainage system <br /> consisting of concrete pipes and catch basins from 44th Street to <br /> 46th Street on the east side of South 4th Avenue. <br /> II. The Mayor be instructed to have a Plans and Systems Ordinance prepared <br /> and presented to the City Council which will officially authorize and <br /> fund the development of contract plans, specifications, and detailed <br /> cost estimates for the improvements listed above. <br /> III. Should costs be less for the above projects than was originally <br /> estimated, projects receiving the next highest priority shall be <br /> initiated. If project costs exceed the estimates given, the lowest <br /> priority project or projects shall be dropped. <br /> 1)\(3 <br /> Councilman Introducing Resolution <br /> Passed and approved this l day of 1 , 1983. <br /> Council President <br />
