RESOLUTION NO. ,..„2.36 <br /> A RESOLUTION amending the Comprehensive Plan of the <br /> City of Everett as provided for by Everett Municipal Code <br /> Title 2, Section 20, Subsection 120, to <br /> emcompass an area on Smith and Spencer Island V <br /> WHEREAS, the City Council finds that on May 25, 1983, the Planning <br /> Commission held a public hearing regarding establishing the Comprehensive <br /> Plan designation for the hereinafter described property; and <br /> WHEREAS, the existing Snohomish County Land Use Guidelines and <br /> 1i Regulations consist of four (4) elements; Comprehensive Plan, Shoreline Master <br /> Program, Industrial, Rural Use, and Agriculture Zoning, plus a Flood Plain <br /> Overlay Zone; and <br /> WHEREAS, it is a City Policy to view the Shoreline Master Program as <br /> the controlling land use document which also includes consideration of the <br /> flooding issue; and <br /> WHEREAS, the City Council finds that a Notice of Intention to Annex to <br /> the City of Everett for the area is pending before the Snohomish County <br /> Boundary Review Board; and <br /> WHEREAS, the City Council finds that State Law requires that a <br /> Comprehensive Plan land use designation be established for areas annexed to <br /> j the City; and <br /> WHEREAS, the City Council finds, after reviewing Planning Commission <br /> recommendations at public hearings on June 8, 1983, and July 13, 1983, as <br /> required by R.C.W. 35.13.170, that the Comprehensive Plan designation <br /> hereafter set forth are in the best interest of the City of Everett. <br /> NOW, THEREFORE, BE IT RESOLVED THAT: <br /> 1. The Comprehensive Plan for Smith Island and Spencer Island, upon <br /> annexation, shall consist of the Snohomish County Shoreline Plan, until <br /> such time as the City can amend said Shoreline Plan per WAC 173-19-044. <br /> 2. The Comprehensive Shoreline Plan Designation for the area shall be <br /> Urban Environment as per Snohomish County Shoreline Plan. The intent <br /> of the urban designation is to facilitate Industrial and Commerical <br /> development. <br /> 3. The Zoning shall be the Flood Fringe District per E.M.C. 19.11.050. <br /> NOW, FURTHER BE IT RESOLVED that the City Planning staff initiate the <br /> process for amending Everett's Shoreline Plan to include the Smith Island and <br /> Spencer Island areas upon final acceptance of the requested annexation. <br /> 4,4(Councilman Intr ucing <br /> Resolution <br /> Passed and Approved this / 3 day of N,)/(,) ,4, , 1983. <br /> wv <br />
