RESOLUTION NO. J' ' A RESOLUTION approving total funding allocated through certain local, state and federal funds for Kasch Memorial Park, providing local funding for the Interagency Committee for Outdoor Recreation Project IAC 83-035D and further authorizing the City of Everett to meet its obligation of matching funds for the Kasch Memorial Park application. This resolution supersedes Resolution No. 2236. WHEREAS, the Everett City Council approves the withdrawal of the Howarth Park application to IAC for matching funds in the amount of $60,000; and WHEREAS, the Everett City Council acknowledges the need for providing funds in the amount of $60,000 to be transferred from Howarth Park, along with $140,000 to be matched with $150,000 from IAC, for ballfield project development; and WHEREAS, the Everett City Council acknowledges the need for providing funds in the amount of $48,000 to enhance the development of the ballfield project with overhead lighting; and WHEREAS, the Everett City Council acknowledges the need for providing funds in the amount of $18,500 for underground utility services, and that Community Transit should participate in the cost of the underground utility services by contributing a prorated share of their costs; and WHEREAS, the Everett City Council acknowledges the need for providing funds in the amount of $20,000 for the cost of financing interest during and following construction of this project; and WHEREAS, the Everett City Council has been presented with estimated costs to be incurred in the amount of $350,000 for ballfield development, $48,000 for lighting, $43,500 for underground utility services, and $20,000 for interest expense, for a total amount of $461,500. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVERETT, that the actions taken by the City Council are to: 1. Authorize $60,000 originally appropriated in the 1983 budget for Howarth Park rehabilitation to be transferred to the Kasch Memorial Park Construction Fund for ballfield development. 2. Authorize $140,000 from an interfund loan, the proceeds of such loan to be transferred to the Kasch Memorial Park Construction Fund for ballfield development. 3. Authorize $48,000 from an interfund loan, the proceeds of such loan to be transferred to the Kasch Memorial Park Construction Fund for overhead lights. 4. Authorize $18,500 from an interfund loan, the proceeds of such loan to be transferred to the Kasch Memorial Park Construction Fund for the City's share of the underground utility services from Casino Road to the Park site, and authorize the City to negotiate with Community Transit for a payment of $25,000, the proceeds of such payment to be transferred to the Kasch Memorial Park Construction Fund for Community Transit's share of the underground utility services from Casino Road to the Park site.
