RESOLUTION NO. J' ' <br /> A RESOLUTION approving total funding allocated <br /> through certain local, state and federal funds for Kasch <br /> Memorial Park, providing local funding for the Interagency <br /> Committee for Outdoor Recreation Project IAC 83-035D <br /> and further authorizing the City of Everett to meet its <br /> obligation of matching funds for the Kasch Memorial <br /> Park application. This resolution supersedes <br /> Resolution No. 2236. <br /> WHEREAS, the Everett City Council approves the withdrawal of the Howarth <br /> Park application to IAC for matching funds in the amount of $60,000; and <br /> WHEREAS, the Everett City Council acknowledges the need for providing <br /> funds in the amount of $60,000 to be transferred from Howarth Park, along with <br /> $140,000 to be matched with $150,000 from IAC, for ballfield project development; <br /> and <br /> WHEREAS, the Everett City Council acknowledges the need for providing <br /> funds in the amount of $48,000 to enhance the development of the ballfield project <br /> with overhead lighting; and <br /> WHEREAS, the Everett City Council acknowledges the need for providing <br /> funds in the amount of $18,500 for underground utility services, and that <br /> Community Transit should participate in the cost of the underground utility <br /> services by contributing a prorated share of their costs; and <br /> WHEREAS, the Everett City Council acknowledges the need for providing <br /> funds in the amount of $20,000 for the cost of financing interest during and <br /> following construction of this project; and <br /> WHEREAS, the Everett City Council has been presented with estimated costs <br /> to be incurred in the amount of $350,000 for ballfield development, $48,000 for <br /> lighting, $43,500 for underground utility services, and $20,000 for interest expense, <br /> for a total amount of $461,500. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br /> CITY OF EVERETT, that the actions taken by the City Council are to: <br /> 1. Authorize $60,000 originally appropriated in the 1983 budget for <br /> Howarth Park rehabilitation to be transferred to the Kasch Memorial <br /> Park Construction Fund for ballfield development. <br /> 2. Authorize $140,000 from an interfund loan, the proceeds of such loan to <br /> be transferred to the Kasch Memorial Park Construction Fund for <br /> ballfield development. <br /> 3. Authorize $48,000 from an interfund loan, the proceeds of such loan to <br /> be transferred to the Kasch Memorial Park Construction Fund for <br /> overhead lights. <br /> 4. Authorize $18,500 from an interfund loan, the proceeds of such loan to <br /> be transferred to the Kasch Memorial Park Construction Fund for the <br /> City's share of the underground utility services from Casino Road to the <br /> Park site, and authorize the City to negotiate with Community Transit <br /> for a payment of $25,000, the proceeds of such payment to be <br /> transferred to the Kasch Memorial Park Construction Fund for <br /> Community Transit's share of the underground utility services from <br /> Casino Road to the Park site. <br />
