1 RESOLUTION NO. ,-✓a..74 2- A RESOLUTION accepting the Lowell neighborhood's recommendations for expenditure of approximately $30,060 of Community Development Block Grant funds; specifying the improvements to be made; and authorizing the preparation of a Plans and Systems Ordinance for construction and project implementation in the Spring and Summer of 1983. WHEREAS, the City Council has recognized the need to improve public facilities and the livability of the Lowell area; and WHEREAS, on January 19, 1983, the City Council authorized approximately $30,060.00 of Community Development Block Grant funds for improvements in the Lowell area as part of the City of Everett's 1983 Community Development Block Grant application; and WHEREAS, on March 28, 1983, residents of the Lowell neighborhood held a neighborhood-wide meeting at which residents voted on proposed projects; NOW THEREFORE, be it resolved by the City Council of the City of Everett that: The following projects as recommended by Lowell residents, be implemented or constructed with the approximately $30,060 available through the Community Development Block Grant Program. (The project which received the greatest number of votes is listed as "1", the project which received the next greatest number of votes is listed as "2", etc.) 1. Allocate $2,000.00 for neighborhood wide refuse clean-up project. 2. Allocate $2,000.00 for rodent control project including baiting of manholes. 3. Allocate $100.00 for payment to Lowell Community Church for meeting space/heating for neighborhood meetings. 4. Allocate $25,000.00 for the following drainage improvements: A. Ditch improvement on the west side of South 4th Avenue from 49th Street to 47th Street. B. Construct a ditch on the west side of South 4th Avenue from Bigelow to Main Street and connect to the existing storm sewer on South 3rd Avenue. C. Ditch improvement on the west side of South 4th Avenue from the west end of Lenora to Ravenna Creek. D. Replace the existing culvert under South 2nd Avenue between 49th Street S.E. and Bigelow and upgrade the capacity. E. Replace the existing culvert under South 2nd Avenue at Lenora and upgrade capacity.
