AWL/C WOMAICF <br /> ENGINEERING /PUBLIC SERVICES DEPARTMENT <br /> � <br /> 3 <br /> March 18,2016 <br /> (Report of Inspection —2528 East Grand Avenue <br /> The items noted below are issues found on January 13, 2016 at 2528 East Grand Avenue. This is a <br /> general summary of building code issues only and is not meant to and does not provide an inclusive list E <br /> of all city code violations at this address. There is unpermitted, uninspected and unapproved work 3 <br /> evident throughout the structure which is outlined in greater detail below. Building, Plumbing, <br /> Mechanical and Electrical Permits will need to be secured to correct the unpermitted work. The <br /> inspection process required by the permits will provide a greater look at the structure and allow you to <br /> correct any other code issues that may arise at the time of permit inspections. <br /> Occupancy <br /> The building is established as a single family dwelling, R-3 Occupancy per the permit history. Per the <br /> City's building codes,the building is currently being used as a congregate dwelling which is also an R-3 <br /> Occupancy-provided the inhabitants do not exceed 10 transient or 16 non-transient persons. The I <br /> current number of inhabitants is generally 32 people (transient and non-transient)as reported by W.B. <br /> Housing Association. The number of persons in the structure exceeds that which is permitted to be <br /> within a R-3 congregate dwelling and must be classified under a different occupancy depending on the <br /> transient status—either R-1 or R-2. A change to either of these occupancies from R-3 requires a new <br /> Certificate of Occupancy and corresponding revisions to the structure based on current code k <br /> requirements(to include a sprinkler system,shaft protection and other fire-resistive and means of <br /> egress changes). <br /> Sleeping Rooms(all levels) <br /> 1. Snohomish county records indicate that the single family dwelling has 6 sleeping rooms. The <br /> 1976 Polk directory shows 6 apartments each with one tenant,the 1956 Polk shows 4 <br /> f <br /> apartments,each with one tenant. The structure now has 17 sleeping rooms—5 on the first <br /> floor,7 on the second floor and 5 in the attic. There are no permit records establishing any <br /> number of original sleeping rooms however the building division recognized the presence of an <br /> apartment house in 1961 and 6-rooms in 1973. The historical presence of 6 sleeping rooms <br /> within the building is therefore accepted. <br /> 2. Beginning with the 1970 Uniform Building Code, each sleeping room is required to be provided <br /> with an emergency egress window or door. Eleven sleeping rooms have been added since(at } <br /> least) 1970 and all eleven added sleeping rooms require an emergency egress window or door <br /> to comply with the code at the time of room creation,or at least the 1970 code.
