(Verizon)requests a franchise to provide telecommunication services <br /> in Everett. MClmetro plans to extend its fiber optic network to provide back-haul fiber transport from other cell sites <br /> in the city and to offer competitive telephone services, inteinet access and dark fiber leases to businesses within the <br /> city. This franchise does not authorize small cell facilities in any city right-of-way. Verizon will not be providing <br /> personal wireless communication services,although it is anticipated that this system will support a small cell network <br /> that Verizon Wireless desires to build in the city. Federal law allows cities to negotiate the terms of franchises,but <br /> does not allow cities to refuse to authorize a franchise in most instances. Authorization of the franchise will provide <br /> additional telecommunication services in Everett. Verizon and City Staff negotiated the terms of the proposed <br /> franchise. This franchise is substantially similar to the telecommunications franchises granted to the Zayo Group, <br /> LLC in November 2012,Noel Communications in 2014,and Astound in 2016. <br /> RECOMMENDATION: (Exact action requested of Council): <br /> Adopt an Ordinance Granting a Telecommunications Franchise to MClmetro Access Transmission Services Corp., <br /> d/b/a Verizon Access Transmission Services. <br /> 1 <br />
