Existing Building Retrofits Pathway <br /> Target: Reduce natural gas use for heating 30% relative to 2014 <br /> Alignment: City of Everett 2007 ordinance 2995-07 adopting a sustainable building and <br /> infrastructure policy <br /> 1. Legislative/State Policy Action: <br /> a. Advocate for statewide funding for local and regional energy efficiency programs. <br /> 2. Collective Action: <br /> a. PRIORITY ACTION: Partner with State Department of Commerce and Smart Buildings <br /> Center to implement local policies on building energy benchmarking and building energy <br /> data disclosure. <br /> b. Work with Snohomish PUD and the City Building Department to explore funding for a <br /> local or regional Community Resource Conservation Manager to provide technical <br /> assistance to property owners on retrofit services and financing options. <br /> 3. Local Initiative: <br /> a. Partner with service providers on building retrofit program, with emphasis on building <br /> envelope and heating technology measures to reduce natural gas consumption. <br /> b. Implement a plan for switching from natural gas to electricity for buildings that run on <br /> natural gas. <br /> F. Renewable Energy Pathway <br /> Target: Promote renewable electricity use, in partnership with Snohomish PUD. <br /> Alignment: Snohomish PUD priorities <br /> 1. Legislative/State Policy Action: <br /> a.
