CONSENT ITEMS: (5) Adopt Resolution No. authorizing claims against the City of Everett in the amount of $1,292,824.15 for the period of March 11, 2017 through March 17, 2017. (6) Approve the Seattle Outboard Association's application to hold the 2017 Boating Regatta on Silver Lake on June 3, 2017. (7) Authorize the Call for Bids 2017-024 for the purchase of Bus Shelters. (8) Authorize the Request for Qualifications for the Design-Build construction of the Water Filtration Plant's East Clearwell Roof Replacement. ACTION ITEMS: (9) Authorize the Mayor to sign the collective bargaining agreement with Everett Police Officers Association for January 1, 2017 through December 31, 2019. (10) Adopt Resolution setting policy guidelines for the City of Everett's Debt Management Program, repealing Resolution No. 5856. (11) CB 1703-09 3rd and final Reading — Adopt the Proposed Ordinance adopting a revised Investment Policy of Public Funds and superseding Ordinance No. 2513-01. (12) Adopt Resolution declaring the 10,000 gallon fiberglass tank located at the Water Pollution Control Facility as surplus and authorizing its sale at a public auction. (13) CB 1703-10- 3rd and final Reading — Adopt the Proposed Ordinance creating a Special Improvement Project entitled "American Legion Memorial Park-Arboretum Area Improvements" Fund 354, Program 051, for the renovation of drainage areas and surface improvements to the western border of the Arboretum area of the park. (14) Authorize the Mayor to sign the Forest Service Special Use Permit for Outfitting and Guiding between the United States Department of Agriculture and the City of Everett. (15) Authorize the Mayor to sign an Interlocal Agreement with Snohomish County Public Utility District No. 1 governing participation in the Wastewater Energy Cohort Program. (16) Authorize the Mayor to sign the Pipeline License with Burlington Northern Santa Fe Railway for the utilities on the Grand Avenue Park Bridge. (17) Award Construction Bid for the Hayes Street Regulator and Combined Sewer Overflow Controls (Snohomish River Outfall 1, 2 and 3) to R.L. Alia Company in the amount of $3,034,395.00.
