RESOLUTION NO. <br /> A RESOLUTION amending the <br /> Comprehensive Plan of the City of Everett <br /> as provided for by Everett Municipal Code <br /> Title 2, Section 20 Subsection 120, to encompass <br /> an area on Smith Island <br /> WHEREAS, the City Council finds that on November 9, 1982, the Planning <br /> Commission held a public hearing regarding establishing the Comprehensive Plan <br /> designation for the hereinafter described property; and <br /> WHEREAS, the existing Snohomish County Land Use Guidelines and <br /> Regulations consist of four (4) elements: Comprehensive Plan, Shoreline Master <br /> Program, Industrial, Rural Use, and Agriculture Zoning, plus a Flood Plain Overlay <br /> Zone, and <br /> WHEREAS, it is City policy to view the Shoreline Master Program as the <br /> controlling land use document which also includes consideration of the flooding <br /> issue, and <br /> WHEREAS, the City Council finds that a Notice of Intention to Annex to the <br /> City of Everett for the area is pending before the Snohomish County Boundary <br /> Review Board; and <br /> WHEREAS, the City Council finds that State Law requires that a <br /> Comprehensive Plan land use designation be established for areas annexed to the <br /> City; and <br /> WHEREAS, the City Council finds, after reviewing, Planning Commission <br /> recommendations at public hearings on November 24, 1982, and December 29, 1982, <br /> as required by R. C. W. 35.13.170, that the Comprehensive Plan designation <br /> hereafter set forth are in the best interest of the City of Everett. <br /> NOW, THEREFORE BE IT RESOLVED THAT: <br /> 1. The Comprehensive Plan for Smith Island, upon annexation, shall consist of <br /> the Snohomish County Shoreline Plan, until such time as the City can amend <br /> said Shoreline Plan per WAC 173-19-044 (See Attachment 1). <br /> 2. The Comprehensive Shoreline Plan Designation for the area shall be Urban <br /> and Rural per Snohomish County's Shoreline Plan. The intent of the Urban <br /> designation is to facilitate Industrial and Commercial development, while the <br /> intent of the rural designation is to retain the agricultural appearance and <br /> allow continued operation of the City of Everett sewer facilities. <br /> 3. The Zoning shall be the Flood Fringe District per E. M. C. 19.11.050. <br /> NOW, FURTHER BE IT RESOLVED that the City Planning staff initiate the <br /> process for amending Everett's Shoreline Plan to include the Smith Island area upon <br /> final acceptance of the requested annexation. <br /> .10(Ns_ <br /> Councilman Introducing Resolution <br /> Passed and Approved this :24/ day of nie cie7ri.B , 1982. <br /> //Pr f#71'-:e r�"7 <br />
