I. <br /> A RESOLUTION adopting the <br /> South Everett Drainage Basins Plan <br /> WHEREAS, it is in the interest of the citizens of Everett to be protected <br /> from flooding and potential damage from surface water runoff from new and <br /> existing development; and <br /> WHEREAS, it is in the best long range interest of the present and future <br /> citizens of Everett to preserve and maintain existing natural drainageways which <br /> provide visual and natural system benefits for the community. <br /> WHEREAS, the City undertook the development of a Comprehensive Drainage <br /> Plan; and <br /> WHEREAS, the City developed an Environmental Impact Statement <br /> identifying the impacts from such a plan. <br /> NOW, BE IT RESOLVED THAT the Everett City Council does adopt the <br /> Comprehensive Drainage basin Plan with the following additional statements: <br /> 1. The Drainage Plan will apply immediately to the Southwest Everett <br /> area. For all other areas of the City, the designation of environmentally <br /> sensitive areas and a policy regarding housing patterns and densities in <br /> environmentally sensitive areas will be determined at the time revised <br /> Comprehensive Plan is adopted by the Planning Commission and City <br /> Council. <br /> Delete the policy "Encourage PRD's in favor of tradition subdivision <br /> in environmentally sensitive areas" and include the following policy: <br /> "Recognize possible drainage benefits of clustered housing in sensitive <br /> areas". <br /> 2. Despite the apparent non-attainment of CFS (cubic feet per second) <br /> objectives set in the Drainage Plan, through structural mechanisms, <br /> our sights will be to achieve these CFS objectives by implementation <br /> of non-structural mechanism identified at the time of specific project <br /> review. <br /> 3. The City Council recognizes that effective implementation of the Drainage <br /> Plan will involve future actions including the adoption of a financing <br /> methodology and financial plan, the revision of existing policies, ordinances <br /> and development standards, and a plan update every five years. <br /> COUNCIL ACTION: <br /> ,,,/,‘„," <br /> ouncilmanroducin - solution <br /> PASSED AND APPROVED THIS �;( day of nr.,j , 1982. <br /> OF <br /> Council President <br />
