RESOLUTION NO. 2/73 <br /> A RESOLUTION revising certain time limits <br /> on Colby between 24th and 34th Streets. <br /> WHEREAS, a traffic accessibility study of the Central Business District <br /> (CBD) has been conducted, reviewed by the Transportation Advisory Committee and <br /> a Subcommittee; and <br /> WHEREAS, the first step of the two year plan prepared from the accessibility <br /> study findings is to install appropriate parking on Colby between 24th and 34th <br /> Streets reducing Colby to two vehicle travel lanes and increase accessibility to CBD <br /> services/sales; and <br /> WHEREAS, changing some of the parking time restrictions would provide <br /> more efficient use of the revised parking; and <br /> WHEREAS, the City Council endorses the plan to schedule activity as follows: <br /> October, 1982 Reduce Colby to two lanes and install up to 185 curb <br /> lane parking spaces. <br /> May, 1983 TAC review of Colby and evaluation of California <br /> angle parking on both sides. <br /> Summer 1983 Proceed with May recommendation. <br /> Winter 1983/84 TAC review of Summer 1983 revision, tentatively <br /> installing angle parking on both sides of California <br /> (Norton-Oakes) and recommendation for Summer 1984 <br /> action. <br /> Summer 1984 Install Winter recommendation, alternatives could <br /> include: <br /> - angle parking on both sides of Wall <br /> - changing Wetmore/Hoyt from 1 way to 2 way <br /> - changing California/Wall from 1 way to 2 way <br /> - reconstructing Colby with angle parking on both sides <br /> - continuing with existing controls and parking <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF EVERETT CITY <br /> COUNCIL THAT THE FOLLOWING PARKING TIME RESTRICTIONS SHALL BE <br /> MADE AND SIGNED: <br /> 1. On the east side of 2500 Colby, close the street side driveways to <br /> the parking lots while maintaining alley access to the parking lots. <br /> 2. Remove the 2 hour restriction on the west side of Colby south of <br /> Pacific. <br /> 3. Remove the 2 hour restriction on the west side of Colby south of <br /> 32nd Street for the angle parking stalls being installed on the south <br /> 2/3 of the block. <br /> -1- <br />
