ix* by the construction and installation of an unnamed arterial street commonly called 77th Street or Ella C. Ross Drive by the construction of a 40-foot wide streets, curbs and gutters, sidewalks on the northeast side, a storm drainage system, traffic signal system at Evergreen Way, and a street lighting and underground wiring system and necessary appurtenances as determined by the City Engineer in connection therewith. Section 3: The total estimated cost and expense of the improvement is declared to be $613,000 and the entire cost and expense of such improvement shall be borne by and assessed against the property specially benefitted by such improvement to be included in a local improvement district to be established embracing as near as may beall property specially benefitted by such improvement, except that and the City of Everett half cent gas tax Fund Number 301 and other unanticipated funds may be contributed if determined such funds are available. Section 4: All persons who may desire to be heard on the improvement described herein are notified to appear and present such views at a meeting of the City Council to be held in the Council Chambers in the City Hall in Everett, Washington, at 7:00 p.m., on September 15, 1982, which time and place are fixed for hearing all matters relating to the proposed improvement and for determining the method of payment for the improvement. All persons desiring to file a written statement with the City Council before the hearing should sign the same, include a legal description of their property, and deliver such statement to the City Clerk.
