EVERETT COMPREHENSIVE PLAN <br />CHAPTER 4 HOUSING ELEMENT <br />I. Background and Information <br />A. 2015 Update of the Housing Element <br />The Housing Element of the Comprehensive Plan is based on several guiding laws, policies, <br />planning efforts, and community guidance the City must consider in the 2015 update of the <br />comprehensive plan: <br />• Growth Management Act. The requirements of RCW 36.70A.070(2) and WAC 365-196- <br />410 state mandatory and optional items to be included in a comprehensive plan. <br />• Vision 2040 Regional Growth Strategy. The Vision 2040 Regional Growth Strategy <br />includes housing policies which guide the development of both the Countywide Planning <br />Policies and local comprehensive plans. <br />• Snohomish Countywide Planning Policies. The 2011 Countywide Planning Policies for <br />Snohomish County provide a framework for the development of local comprehensive plans <br />within the county, including housing policies. <br />• Growing Transit Communities. The growing transit communities partnership devised <br />strategies to provide affordable housing choices with recommended actions to define and <br />quantify housing needs, preserve existing affordable housing and supply new housing <br />choices, and capitalize on the value created by the private market–enhanced by transit <br />investments—in order to achieve the broadest range of affordability in transit communities. <br />• Public outreach / visioning comments received as part of the public participation process for <br />the plan update. <br />• City of Everett Potential Residential Infill Measures Report. In 2013 the City produced a <br />report, funded by a grant from the State Department of Commerce, identifying a variety of <br />potential infill housing strategies for consideration in the 2015 update of the comprehensive <br />plan. <br />• Everett Community Street Initiative Task Force. Convened in 2014, the mission of the <br />Task Force is to foster a vibrant and healthy community by better understanding the street <br />level social issues, such as poverty and homelessness, in Everett's commercial core areas and <br />identifying potential short and long term actions for the community to address those issues. <br />• City of Everett Consolidated Plan. Because Everett receives Community Development <br />Block Grant funds, it is required to prepare a Consolidated Plan addressing the community's <br />priorities for the use of block grant funds. This plan addresses many of the housing needs of <br />lower income households in Everett. <br />HOUSING ELEMENT <br />
