EVERETT COMPREHENSIVE PLAN <br />After all of the jurisdictions in Snohomish County complete their comprehensive plan updates, <br />SCT will complete a target reconciliation process to ensure that the OFM forecasts can be <br />accommodated by Snohomish County jurisdictions. <br />The three alternatives Everett considered for the 2015 plan update and their population and <br />employment growth targets are described in Section I.D of the Introduction chapter of the <br />comprehensive plan. <br />II. Laws and Guidelines Influencing Everett's Housing Element <br />There are several different adopted laws or guidelines that influence the housing policies of <br />Everett's Housing Element. The directives of these documents, as they pertain to housing issues, <br />are summarized below. It is necessary for Everett to follow the legal requirements of the Growth <br />Management Act and to consider the guidelines of the other documents that have already been <br />endorsed or accepted by the City Council. <br />A. Growth Management Act <br />The Housing Element is one of the mandatory elements required by the Growth Management <br />Act in comprehensive plans. See the Comprehensive Plan Introduction (Chapter 1) for <br />information on GMA Comprehensive Plan mandatory elements and planning goals. <br />The Housing Element must ensure the vitality and character of established residential <br />neighborhoods and include: <br />1. An inventory and analysis of existing and projected housing needs that identifies the <br />number of housing units necessary to manage projected growth. <br />2. A statement of goals, policies and objectives and mandatory provisions for the <br />preservation, improvement and development of housing, including single family residences. <br />3. Identification of sufficient land for housing, including, but not limited to, government <br />assisted housing, housing for low-income families, manufactured housing, multi -family housing, <br />and group homes and foster care facilities. <br />4. Adequate provisions for existing and projected needs of all economic segments of the <br />community. <br />B. PSRC VISION 2040 Regional Growth Strategy; Multi -County Planning Policies <br />See the Comprehensive Plan Introduction (Chapter 1) for a description of this document. The <br />overarching housing goal of Vision 2040 is to preserve, improve, and expand the region's <br />housing stock to provide a range of affordable, healthy, and safe housing choices to every <br />resident, and to continue to promote fair and equal access to housing for all people. The Housing <br />Policies for Vision 2040 are: <br />Housing diversity and affordability: <br />MPP -H-1: Provide a range of housing types and choices to meet the housing needs of all income <br />levels and demographic groups within the region. <br />HOUSING ELEMENT <br />
