EVERETT COMPREHENSIVE PLAN <br />For the 2015 update of the comprehensive plan, citizens have validated that the above common <br />themes still are important priorities for Everett's future. Additional concerns identified through a <br />community questionnaire and public visioning workshops include a need to address: <br />• public safety concerns, <br />• homelessness, and <br />• services for individuals with mental illness. <br />E. Consolidated Plan <br />The City of Everett prepares a Consolidated Plan as a requirement of obtaining federal <br />Community Development Block Grant and HOME Investment Partnership funds. The Plan <br />addresses the three basic goals of the HUD programs which are to provide decent housing, create <br />a suitable living environment, and expand economic opportunities. The Plan describes the needs <br />of low- and moderate -income Everett residents and the ways in which funds will be used to <br />address those needs. Everett's Plan is coordinated with Snohomish County's Consolidated Plan. <br />The Plans must be updated every 5 years. <br />The 2015 - 2019 Consolidated Plan includes the following Housing Strategies. <br />1. Preserve and expand decent, safe, and affordable housing opportunities for low-income <br />renters, particularly those with incomes of less than 50% of median income, and less than 30% of <br />median income. <br />2. Support the development of facilities and services for homeless people, particularly <br />families with children, homeless youth, and single women. <br />3. Address the needs of those who are at -risk of becoming homeless as well as those who <br />are chronically homeless in order to achieve real progress in ending homelessness. <br />4. Provide funding for operation and development of affordable housing, housing subsidies, <br />and housing retention programs for people with special needs. <br />5. Provide home repair assistance for low-income homeowners so they might continue to <br />live safely and comfortably in their homes. <br />6. Support increased homeownership for low-income, first-time homebuyers. <br />7. Promote housing choice by encouraging the dispersion of low- and moderate income <br />housing throughout the City. <br />F. Growing Transit Communities <br />In 2013, the PSRC's Growing Transit Communities Oversight Committee approved the Growing <br />Transit Communities Strategy to support equitable transit communities in the central Puget <br />Sound region. The Strategy includes a toolbox of 24 key strategies to support equitable Transit <br />Oriented Development near high capacity transit facilities in the region.The Growing Transit <br />HOUSING ELEMENT 7 <br />
