EVERETT COMPREHENSIVE PLAN <br />Policy 4.1.1 Consider changes to the Land Use Map designations and Policies of the Land <br />Use Element as needed to provide for a wide range of housing types in the city including, but not <br />limited to: single family housing, housing to provide an alternative to single family ownership, <br />and moderate and high density multifamily dwellings in order to accommodate the projected <br />population and household income levels for the city and within the Everett Planning Area. <br />Policy 4.1.2 Promote housing alternatives to the large lot single family detached dwelling <br />and large footprint apartment complexes. <br />Policy 4.1.3 Discourage the conversion of residentially zoned areas to commercial or <br />industrial zoning. Changes of land use designation from residential to non-residential use shall <br />be consistent with the criteria specified in the Land Use Element. <br />Policy 4.1.4 Support the principle that fair and equal access to housing is available for all <br />citizens. <br />Policy 4.1.5 Encourage housing that connects with, and contributes to the vibrancy and <br />livability of the local neighborhood and community. <br />Policy 4.1.6 Encourage or incentivize housing with amenities and attributes that are attractive <br />to all income groups, ages and household types in the urban center, near the manufacturing and <br />industrial center, and in transit oriented corridors. <br />Policy 4.1.7 Encourage housing in mixed use residential/commercial/light industrial settings <br />in appropriate zones that complements and enhances the character of the surrounding area. <br />Policy 4.1.8 Encourage housing that is attractive and affordable with amenities for <br />households with children. <br />Policy 4.1.9 The City shall work with colleges to support housing for students on campus <br />and in adjacent transit served mixed use commercial areas. <br />Policy 4.1.10 Support housing options, programs and services that allow senior citizens to stay <br />in their neighborhood and community with increased accessible opportunities and services <br />nearby. <br />Policy 4.1.11 Support reasonable housing accommodation for people with special needs in all <br />areas, and avoid concentrations of such housing while protecting residential neighborhoods from <br />adverse impacts. See policies 4.8.1 — 4.8.10. <br />Policy 4.1.12 Encourage construction of housing that is adaptable and appeals to people of all <br />ages and abilities. <br />B. Housing Preservation and Neighborhood Character <br />Objective 4.2 The City shall preserve and enhance the value and character of its <br />neighborhoods by improving and extending the life of existing housing stock. <br />HOUSING ELEMENT 24 <br />
