EVERETT COMPREHENSIVE PLAN <br />in multiple family and commercial zones comprised of a mix of condominiums, townhouses, <br />duplexes, apartments, accessory dwelling units, infill dwellings, mixed use buildings with <br />residential units, and other housing types as necessary to accommodate the population growth <br />and household incomes projected for Everett's 2015 City limits, between the years 2011 and <br />2035. <br />Policy 4.10.3 The Land Use Element shall continue to provide for the following types of <br />housing in its implementing zoning regulations. The regulations for such housing shall be <br />reviewed and periodically updated as needed to realize the objectives of the Housing Element. <br />a. government assisted housing; <br />b. housing for low income families; <br />c. manufactured housing; <br />d. multiple family housing; <br />e. group homes and foster care facilities. <br />Policy 4.10.4 Consider implementing standards for density minimums and floor area ratios in <br />multi -family zones. <br />K. Residential Energy Efficiency <br />Objective 4.11 The City shall encourage residential housing developments to utilize all <br />appropriate available technologies and implement regular maintenance schedules to improve <br />energy efficiency. <br />Policy 4.11.1 Consider providing incentives to housing developers and homebuilders in return <br />for providing housing that is certified LEED, Green Globes or other similar standard. <br />Policy 4.11.2 Consider streamlining and prioritize review of permits for new development <br />projects that are built to green specifications or for buildings undergoing substantial rehab to <br />these standards. <br />L. Neighborhood Stabilization and Foreclosure Prevention <br />Objective 4.12 The City shall develop a coordinated response strategy to preserve <br />neighborhood stabilization from foreclosure crisis. <br />Policy 4.12.1 Develop strategies to prevent neighborhood decline associated with foreclosure <br />and/or property abandonment and neglect. <br />Policy 4.12.2 Develop and implement an abandonment property registration program to assist <br />code enforcement officials to locate lenders for properties in foreclosure and hold them <br />responsible for property maintenance and security. <br />Policy 4.12.3 Implement strategies to place affordable units in areas that are likely to witness <br />higher increases in prices when housing markets are stable. <br />M.
