EVERETT COMPREHENSIVE PLAN <br />7. Reduce the use of impact fees for projects providing affordable housing or, within the <br />financial capability of the City, subsidize impact mitigation fees for construction of low and <br />moderate income housing units. <br />8. Work closely with Federal and State agencies to maximize the amount of public funding <br />available for housing rehabilitation in Everett. <br />9. Work closely with private local financial institutions, non-profit housing organizations, <br />the construction industry, the business community, churches and other charitable organizations <br />to maximize the amount of private funding available for housing rehabilitation in Everett. <br />10. Work closely with neighborhood organizations, social service agencies, non-profit <br />housing organizations, the construction industry, the business community, churches and other <br />charitable organizations to inform such groups of the CHIP housing rehabilitation as a means to <br />increase the rehabilitation of housing in the community. <br />11. Assemble packages of publicly owned land for affordable housing or mixed-use housing <br />development. <br />12. Work closely with Snohomish County and neighboring cities in King and Snohomish <br />County to monitor trends in the demand, production, and costs of various types of housing in the <br />region in order to better understand regional housing needs and how such needs may affect <br />Everett. <br />13. Implement equitable housing programs in Snohomish County to ensure that a <br />disproportionate share of low income, special needs and high-density housing does not continue <br />to be located in Everett. <br />14. Work closely with Snohomish County and neighboring cities in King and Snohomish <br />County to increase housing opportunities and production for all income levels in other <br />communities. <br />15. Provide public amenities such as parks; public plazas; street trees; street lights; <br />community centers; and pedestrian and bicycle connections to encourage private investment in <br />high density housing in areas targeted for growth as identified in the Land Use Element. <br />16. Extend the multiple family property tax exemption program to areas outside the CBD <br />where additional housing growth is encouraged by the Land Use Element. Ensure that <br />developments that benefit from the property tax exemption are well-designed and constructed of <br />quality materials. <br />17. Consider public/private partnership opportunities whereby public parks could be <br />developed in conjunction with private development. <br />18. Conduct "area" or neighborhood plans for high density areas where additional high <br />density growth is encouraged by the Land Use Element to determine goals, objectives, and <br />visions for development of the areas. Such planning should start with a focused market analysis <br />to determine what the opportunities and gaps are in relationship to desired uses. <br />HOUSING ELEMENT 32 <br />
