EVERETT COMPREHENSIVE PLAN <br />REGIONAL COORDINATION <br />As part of the planning process the City reached out <br />to other agencies and government bodies that have <br />an interest in or influence on transportation in <br />Everett, including: <br />• Sound Transit <br />• Community Transit <br />• Snohomish County <br />• WSDOT <br />The goal of these meetings was to ensure that the <br />City's plans were consistent with other goals, <br />including regional mobility and public safety. <br />Coordination will continue throughout <br />implementation of the Transportation Element. <br />PLAN ORGANIZATION <br />This document includes five sections in addition to <br />this Introduction (Section i): <br />• Section 2 — Conditions and Trends <br />Describes conditions for all travel modes in <br />the existing transportation system. This <br />section also identifies current challenges <br />and trends that will affect Everett's <br />transportation network in the future. <br />• Section 3 —Transportation Vision and Goals <br />Explains Everett's vision for transportation <br />and the goals that serve as the basis for the <br />Transportation Element. <br />• Section 4 — Future Transportation Vision <br />Introduces a "layered transportation <br />network" concept that forms the <br />foundation of this plan to accommodate all <br />modes of travel and create a complete <br />transportation network in Everett. This <br />section also details how to accommodate <br />each travel mode and establishes the City's <br />level of service standards. <br />• Section 5—Capital Plan <br />Provides near-term and long-range projects <br />based on the comrpunity values expressed <br />in the transportation goals and layered <br />network. <br />• Section 6 — Implementing the <br />Transportation Element <br />Evaluates Everett's financial conditions <br />over the next 20 years and provides <br />guidance on plan implementation. <br />• Section 7 — 2035 and Beyond <br />Describes how future trends should guide <br />Everett's planning and infrastructure needs. <br />Hewitt Avenue <br />TRANSPORTATION ELEMENT 3 <br />
