Establish design overlay districts, with individualized guidelines. <br />2. Establish conservation and historic districts. <br />3. Provide master planning for mixed-use centers. <br />4. Provide incentive zoning. <br />Everett Station - a good example of special artwork <br />treatment of public buildings and entryways. <br />5. Use the Capital Improvement Plan to implement projects within districts or <br />neighborhoods. <br />6. Encourage cooperative public/private projects. <br />7. Include additional design standards in land use code, as needed. <br />Prepare design guidelines for major institutions. <br />9. Continue to enforce property maintenance codes. <br />10. Proactively enforce sign regulations in commercial corridors to reduce visual clutter and <br />enhance the image of Everett's business districts. <br />11.
