EVERETT COMPREHENSIVE PLAN <br />of users. Certain types of infrastructure, especially high capacity transit facilities, are financially <br />feasible only in areas of dense redevelopment <br />3. Compact higher density redevelopment promotes a diversity of building forms, as <br />opposed to a uniform overall intensity. By concentrating new growth into specific locations, the <br />growth is directed away from adjacent lower density neighborhoods so highly valued by <br />residents of the community. <br />4. Encouraging compact higher density redevelopment within the City allows protection of <br />critical areas as well as rural and resource lands outside of urban areas, without decreasing the <br />overall quantity of development permitted. <br />5. By establishing compact higher density redevelopment in designated areas, the city will <br />have other lower density areas, thereby promoting a range of densities, and a variety of land <br />uses, housing types and development forms, unique districts and neighborhoods that combine to <br />create a diverse and interesting city with living opportunities appealing to a wide cross section of <br />people. <br />F. Mixed Use Transportation Corridors <br />Transportation corridors offer opportunities to reinforce a concentrated and efficient future <br />development pattern. Within the Everett Planning Area, many of these corridors are comprised <br />of a mix of land uses, which include commercial, office, services, institutional, and residential <br />development. Transportation corridors are intended to provide medium to high intensity areas of <br />mixed-use infill and redevelopment. The levels of intensity projected for the transportation <br />corridors are classified as either high intensity or medium intensity. <br />Within the high intensity transportation corridors, land use intensities significantly higher than <br />those of adjacent neighborhoods are permitted. High intensities in these areas, which are already <br />characterized by high volumes of traffic and commercial activity, are preferred to the conversion <br />of residential areas for commercial uses. The high levels of transportation service support the <br />permitted development intensity within these corridors. These levels of land use intensity are <br />intended to further support public transit service. The following arterials are designated as "high <br />intensity" transportation corridors: <br />• Broadway, north of 41 st Street <br />• Evergreen Way, south from 41 st Street to Gibson Road <br />• Everett Mall Way, from southbound I-5 off -ramp to Evergreen Way <br />• The west side of 19th Avenue SE, north of 112th Street <br />• 128th Street / Airport Road between Interstate 5 and Evergreen Way <br />The medium intensity transportation corridors are intended to provide for a mix of uses <br />compatible with the adjacent neighborhoods. These areas are intended to preserve opportunities <br />for development in the corridor, but are not intended to significantly change the established <br />character of the area. These areas are expected to accommodate townhouses, and low to medium <br />multiple family densities in preference to commercial uses, except within transit -oriented mixed- <br />use buildings. By doing so, a significant portion of the future housing needs of the city could be <br />LAND USE ELEMENT 16 <br />
