EVERETT COMPREHENSIVE PLAN <br />Area, shall not apply to the City -owned Chaplain area, which is located outside of the urban <br />growth area for Snohomish County. <br />The City of Everett supplies the majority of Snohomish County with municipal water for <br />domestic, commercial and industrial needs. It is anticipated that the number of customers served <br />will increase from approximately 570,000 in 2013 to 880,000 customers by 2035. The City - <br />owned Chaplain Reservoir area (Chaplain Watershed), located approximately 15 miles east of <br />Everett, functions as a large part of this supply system. The City has annexed most of this land <br />through a provision formerly in State law that allowed annexation of noncontiguous lands used <br />for municipal utility purposes. Everett manages this land for the long- term provision of a safe <br />and adequate water supply. Much of the City -owned Chaplain lands shall continue to be used to <br />provide water to the Everett Water Service Area. It is anticipated that the demand for Everett's <br />water will steadily increase over the next 20 years. Timber management on Chaplain lands is <br />conducted in accordance with the State Forest Practices Act and applicable wildlife management <br />plans. Some of the lands located outside the Chaplain watershed are also used for limited <br />recreational purposes. Lands within 200 feet of the Ordinary High Water Mark of the Lake <br />Chaplain and Spada Lake reservoirs are subject to the Shoreline Management Act policies and <br />regulations. <br />The City is required by State law to prepare and update a water system plan every six years, <br />which governs how Everett will manage its water system. This section of the comprehensive <br />plan deals only with land use policies for the City -owned Chaplain properties within the Sultan <br />Basin. <br />a) The City owned lands in the vicinity of the Chaplain reservoir are hereby designated <br />"Watershed - Resource Management." The primary use of these lands is for the management of <br />the Everett municipal water system and other compatible uses, such as forestry, limited <br />recreation, and wildlife habitat management that do not conflict with the maintenance of a safe <br />and adequate water supply for the Everett water system, and that are in accordance with <br />management plans and applicable license requirements of FERC Project No. 2157. <br />b) The City shall develop and maintain a management plan for the Chaplain area property to <br />guide the long-term use of the land for purposes compatible with the primary use as Snohomish <br />County's primary water supply. This management plan shall be the basis for zoning regulations <br />within the corporate limits of Everett. <br />c) The portions of the Chaplain area property located within the jurisdiction of the State <br />Shoreline Management Act shall be managed in accordance with the applicable policies and <br />regulations of the Shoreline Master Program. <br />d) To the extent that it is economically practical, the City shall employ construction methods <br />that minimize environmental impacts and visual impacts to adjoining land uses. <br />e) Forest practices shall be governed by the Washington Forest Practices Rules (WAC 222). <br />2.10 "Other Land Uses" or "Hard to Site Facilities" Land Use Policies <br />Certain essential uses necessary to support urban development, such as colleges, hospitals, solid <br />waste handling facilities, correctional facilities, government buildings and facilities, and social <br />LAND USE ELEMENT 36 <br />
