EVERETT COMPREHENSIVE PLAN <br />Policy 2.11.2 Southwest Everett Planned Action / Manufacturing and Industrial Center. <br />Southwest Everett contains one of the largest inventories of industrial land served by utility and <br />transportation infrastructure in the Puget Sound. <br />In 1997, the SW Everett Subarea Plan was adopted and incorporated into the Comprehensive <br />Plan. The plan represented a new approach to planning that integrated the environmental <br />protection measures under the State Environmental Policy Act (SEPA) and the planning <br />requirements under the Growth Management Act (GMA). <br />The Subarea plan provided the environmental analysis in an environmental impact statement <br />(EIS) for future developments in anticipation of their development. The permit process is <br />expedited for projects. that are consistent with the plan. <br />Environmental protection is improved as a result of the entire plan area having been studied. <br />Critical areas can be protected on a larger system -wide scale, affording greater protection than <br />traditional site-specific review. <br />Manufacturing/Industrial Center (MIC). The southwest Everett - Paine Field area is the major <br />manufacturing and industrial area for Snohomish County. In 2002, the SW Everett -Paine Field <br />Area was formally designated as a Regional Manufacturing/Industrial Center (MIC) by <br />Snohomish County in conformance with GMA plans, PSRC VISION 2020 (which was replaced <br />by Vision 2040 that maintains the MIC designation), and the goals and policies of Everett's <br />Comprehensive Plan. The 2011 update of the Countywide Planning Policies also maintains the <br />MIC designation. It is the only MIC in the region within two jurisdictions. The intent of <br />designating this area as a "manufacturing/industrial center" is to emphasize the importance of <br />this area for the economic health of the county and region. This area is intended to experience <br />even more intensive development with manufacturing, industrial and other compatible land uses. <br />The manufacturing/industrial center is identified by Figure 4. The following policies shall apply <br />to the MIC. <br />1) Within the manufacturing/industrial center, site development shall be designed to be <br />supportive of public transit. <br />2) The City shall develop a transportation demand management program that encourages <br />public transit use within the manufacturing/industrial center. <br />After the completion of the 2015 comprehensive plan update, the City (and County) will need to <br />update employment targets, incorporate strategies to strengthen the transportation network and <br />incorporate programs to reduce air pollution and GHG emissions for the MIC. <br />LAND USE ELEMENT 38 <br />
