EVERETT COMPREHENSIVE PLAN <br />Policy 2.16.1 Support standards and regulations that protect public health, improve air quality, <br />improve visibility and address climate change. <br />Policy 2.16.2 Continue to advocate for expansion of light rail to Everett as soon as possible. <br />Policy 2.16.3 Support the use of low or zero emission vehicles, vessels, equipment and fuels <br />through actions such as City acquisitions and support of electric charging station infrastructure. <br />Policy 2.16.4 Encourage site and building designs, technology and practices that reduce or <br />eliminate harmful emissions. <br />Policy 2.16.5 Because mixed use developments have the potential to expose concentrations of <br />people to odors and harmful pollutants, site and building design should consider and mitigate <br />these impacts, such as through thoughtful location of loading docks and vents. <br />Policy 2.16.6 Consider incentives to promote car sharing by businesses and residents. <br />Policy 2.16.7 Encourage installation of natural gas or propane fireplaces and stoves in new <br />development, rather than wood -burning fireplaces / stoves. <br />Policy 2.16.8 Encourage an increase in the size and health of the City's tree canopy through <br />regulations and programs such as the Green Everett Partnership. <br />Policy 2.16.9 Reduce the amount of air -borne particulates through the street -sweeping <br />program, dust abatement on construction sites, education to reduce burning of solid and yard <br />waste, and other methods that address particulate sources. <br />Brownfields. <br />Policy 2.16.10 Promote the clean-up and redevelopment of polluted "brownfields," particularly <br />in the urban center, to encourage infill and promote economic activity. <br />2.17 Annexation Policies <br />The Countywide Planning Policies encourage annexation of unincorporated urban areas into <br />cities with the following policy: <br />JP -6 The County and cities shall develop comprehensive plan policies and development <br />regulations that provide for the orderly transition of unincorporated Urban Growth Areas <br />(UGAs) to incorporated areas in UGAs. Mutual agreements may be utilized to address <br />governance issues and expedite the transition. <br />Annexation Goal <br />Goal 2.17.1 To provide for the orderly transition of the unincorporated Municipal Urban <br />Growth Area through annexation to the City. <br />LAND USE ELEMENT 54 <br />
