` EVERETT CITY COUNCIL AGENDA ITEM COVER SHEET PROJECT TITLE: Ani Ordinance Amending the City's Aggressive Begging Ordinance, Chapter 9.52 of the Everett Municipal Code, and Establishing a Program to Encourage Alternatives to Direct Donations to Panhandlers Location Amount Budgeted Expenditure Required Budget Remaining Additional Required x Briefing Proposed Action Consent Action X First Reading Second Reading Thud Reading Public Hearing Precedina Action DETAILED SUMMARY STATEMENT: COUNCIL BILL 4 167i�f Originating Department Legal Contact Person David Hall Phone Nunnber 425-257-8624 FOR AGENDA OF 10-14-15 Initialed by: Department Head CAA— Council President Attachments Account Number(s): Department(s) Approval This ordinance would: 1} Amend the City's aggressive Begging Ordinance to prohibit panhandling in areas or under circumstances that are sometimes coercive, including when waiting in line to gain admission to events or performances or waiting at a bus stop, when using an ATM machine or an automated pay point such as at a gas pump at a service station, when using a parking lot after dark, or when entering or leaving a bank. 2) Direct the police department to work with businesses owners to make them aware of their authority to regulate conduct in their parking lots for the safety of their customers by making more effective use of trespass laws and working with the police department to more effectively enforce these laws. 3) Commit the City to developing and implementing a public education and outreach campaign emphasizing alternatives to making direct donations to panhandlers, including the provision of signage to business owners discouraging direct donations and providing infom ation on how to donate to a dedicated fund to be used for services for individuals experiencing poverty.
