Respondent Peter Popov is the owner of record of the property located at 4841 Glenwood <br /> Avenue Everett, Washington, 98203 (the "property"). (See Exhibit 4 — Snohomish County <br /> Assessor's Report.) <br /> 2. The above mentioned property is located in an R-1 single family detached residential zone. The <br /> property contains a single family residence. (See Exhibit 3 - City of Everett GIS map of <br /> location.) <br /> 3. During a property inspection on May 20, 2009, City of Everett Fire Department Assistant Fire <br /> Marshal Rick Robinson observed conditions of the fire apparatus access road turn-around area <br /> on the property that violated the Everett Ere code. The City of Everett adopted the 2006 <br /> International Fire Code (the "IFC"), as amended by the State and Chapter 16.03 of the Everett <br /> Municipal Code (the "EMC"), as the Everett fire code. See EMC §16.03. The Everett fire code <br /> requires approved fire apparatus access roads for every building in the City. EMC <br /> §16.03.060(A). The fire apparatus access road on the property is approximately 412 feet. Dead- <br /> end fire apparatus access roads in excess of 150 feet must include "width and turn-around <br /> provisions in accordance with Table D103.4" of appendix D of the IFC. EMC §16.03.030. <br /> Approved fire apparatus roads must also comply with requirements of Section 503 IFC as <br /> amended by EMC§16.03.060.
